What is the category of public employee whose salary coefficient applies to Grade I lower secondary school teachers in Vietnam?
Under Article 8 of Circular 03/2021/TT-BGDDT, the salary arrangement regulations are as follows:
Salary Arrangement
1. Public employees appointed to professional titles of loewer lower secondary school teachers prescribed in this Circular shall apply the corresponding payroll issued with Decree No. 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam regarding salary policies for officials, public employees, and armed forces. To be specific:
a) Grade III lower secondary school teacher, code V.07.04.32, applies the salary coefficient of public employee category A1, from a salary coefficient of 2.34 to a salary coefficient of 4.98;
b) Grade II lower secondary school teacher, code V.07.04.31, applies the salary coefficient of public employee category A2, group A2.2, from a salary coefficient of 4.00 to a salary coefficient of 6.38;
c) Grade I lower secondary school teacher, code V.07.04.30, applies the salary coefficient of public employee category A2, group A2.1, from a salary coefficient of 4.4 to a salary coefficient of 6.78.
2. Salary arrangement upon appointment to a professional title grade should follow the guidance in Clause 1, Section II, Circular No. 02/2007/TT-BNV dated May 25, 2007, of the Ministry of Home Affairs on salary arrangement when promoting, transferring, or changing the rank of officials and category of public employees, and according to the current legal provisions. When a new salary policy is implemented, the transition to the new salary follows the Government of Vietnam's regulations.

What is the new statutory pay rate applied to Grade I lower secondary school teachers in Vietnam?
On June 30, 2024, the Government of Vietnam issued Decree 73/2024/ND-CP regulating the statutory pay rate and bonus policies for officials, public employees, and armed forces.
The statutory pay rate is 2.34 million VND/month, replacing the 1.8 million VND/month prior to July 1, 2024.
The new salary calculation will be as follows:
Salary = Base pay (70%) + Allowances (30%) + Bonus (if any).

According to Article 5 of Circular 03/2021/TT-BGDDT, amended by Clause 5, Article 3 of Circular 08/2023/TT-BGDDT on Grade I lower secondary school teachers in Vietnam - Code V.07.04.30:
Grade I lower secondary school teacher - Code V.07.04.30
1. Duties
In addition to the duties of Grade II lower secondary school teacher, Grade I lower secondary school teacher must perform the following duties:
a) Participate in compiling, evaluating, or selecting textbooks, local educational materials, other teaching materials, and teacher training materials;
b) Act as a reporter, share experiences or provide illustrative teaching in specialized professional training or teacher development sessions from the district level upwards or participate in televised teaching;
c) Take charge of implementing and guiding colleagues in implementing the industry's renewal policies and contents;
d) Participate in professional and technical inspections for teachers from the district level upwards; participate in evaluating or guiding scientific and technological research products from the district level upwards;
dd) Participate in organizing committees or judging panels or exam setting bodies for competitions (for teachers or students) from the district level upwards (if any).

Thus, according to the above regulations, Grade I lower secondary school teachers - Code V.07.04.30 will have 5 duties:
(1) Participate in compiling, evaluating, or selecting textbooks, local educational materials, other teaching materials, and teacher training materials;
(2) Act as a reporter, share experiences or provide illustrative teaching in specialized professional training or teacher development sessions from the district level upwards or participate in televised teaching;
(3) Take charge of implementing and guiding colleagues in implementing the industry's renewal policies and contents;
(4) Participate in professional and technical inspections for teachers from the district level upwards; participate in evaluating or guiding scientific and technological research products from the district level upwards;
(5) Participate in organizing committees or judging panels or exam setting bodies for competitions (for teachers or students) from the district level upwards (if any).
* Note: Apart from the above duties, Grade I lower secondary school teachers must also perform the duties of Grade II lower secondary school teacher as stipulated in Clause 1, Article 4 of Circular 03/2021/TT-BGDDT as follows:
- Act as a reporter or provide illustrative teaching in teacher training classes or trial teaching of new models, methods, or technologies from the school level upwards; take charge of professional development content and specialized group activities or participate in developing electronic teaching materials;
- Participate in guiding or evaluating scientific and technological research products from the school level upwards;
- Participate in social activities, and community service; engage the participation of organizations and individuals in organizing teaching and education activities for students;
- Participate in external evaluation teams; engage in professional and technical inspections for teachers from the school level upwards;
- Participate in judging panels or exam-setting or guiding in competitions (for teachers or students) from the school level upwards (if any).
Is the appointment to professional titles of lower secondary school teachers in Vietnnam based on job positions?
According to Article 6 of Circular 03/2021/TT-BGDDT, the principles of appointment to professional titles of lower secondary school teachers are as follows:
Principles of appointment to professional titles of lower secondary school teachers
1. The appointment to professional titles of lower secondary school teachers prescribed in this Circular must be based on the current job position and ensure meeting the standards of the professional title grade as stipulated in Articles 3, 4, 5, and 7 of this Circular.
2. When appointing teachers from to professional titles of lower secondary school teachers according to Joint Circular No. 22/2015/TTLT-BGDDT-BNV dated September 16, 2015, by the Ministry of Education and Training and the Ministry of Home Affairs regulating codes and standards for to professional titles of lower secondary school teachers to professional titles of lower secondary school teachers as prescribed in this Circular, the promotion of the professional title grade is not combined.
3. The appointment to a higher professional title grade must not be based on the training level for lower secondary school teachers who have just been recruited.
Thus, the appointment to professional titles of lower secondary school teachers must be based on the current job position and meet the standards of the professional title grade.
