What is the newest application form for school admission to Grade 1 in Vietnam?

Currently, there is no regulation regarding the application form for school admission to Grade 1. However, the application form for school admission to Grade 1 can be drafted according to the principles of Decree 30/2020/ND-CP and comply with the general regulations as per Law on Education 2019 and Circular 28/2020/TT-BGDDT.

What is the age of children entering Grade 1 in Vietnam?

According to the regulations in Article 33 of the Primary School Charter issued together with Circular 28/2020/TT-BGDDT, the age of primary school students is specified as follows:

Age of primary school students

1. The age for first-grade students is 06 years, calculated according to the year. Children with disabilities, underdeveloped physical or mental development, children in particularly disadvantaged areas, ethnic minority children, orphans without shelter, children returning from abroad, children of foreigners studying, and working in Vietnam may enter Grade 1 at an older age than specified but not exceeding 03 years. In cases where children enter Grade 1 exceeding 03 years than specified, the head of the Division  of Education and Training will decide.

2. Primary school students may study at an age older than the prescribed age in cases such as repeating a grade, students in particularly disadvantaged areas, ethnic minority students, students with disabilities, students with underdeveloped physical or mental faculties, orphans without shelter, children returning from abroad, and other cases as provided by law.

Thus, children aged 06 are eligible to apply for entering Grade 1. However, children with disabilities, underdeveloped physical or mental development, children in particularly disadvantaged areas, ethnic minority children, orphans without shelter, children returning from abroad, and children of foreigners studying, and working in Vietnam may enter Grade 1 at an older age, not exceeding 03 years.

In cases where children enter Grade 1 exceeding 03 years than specified, the head of the Division of Education and Training will decide.

How many types of primary schools in Vietnam are there?

According to Article 4 of the Primary School Charter issued together with Circular 28/2020/TT-BGDDT, there are 2 types of primary schools: public primary schools and private primary schools. To be specific:

- Public primary schools are invested in, guaranteed operational conditions, and represented ownership by the State.

- Private primary schools are invested in and guaranteed operational conditions by domestic or foreign investors.

In addition, there are primary classes within multi-level general schools and specialized schools, including:

- Primary classes within multi-level schools.

- Primary classes within semi-boarding ethnic secondary schools.

- Primary classes within educational institutions for children with disabilities.

- Primary classes within reformatory schools.

What is the maximum number of students in a primary class in Vietnam?

According to Clause 1, Article 16 of the Primary School Charter issued together with Circular 28/2020/TT-BGDDT:

Classes, grades, school sites

1. Students are organized into classes. Each class has no more than 35 students managed by a homeroom teacher. Each inclusive class accommodates no more than 02 students with disabilities. In special cases, the principal will organize additional students with disabilities in one class to ensure that all students with disabilities who need and are capable of learning can attend school.

In mountainous areas, remote areas, and particularly disadvantaged areas, combined classes may be organized. The number of students and the number of grade levels in a combined class must be suitable to the teaching capacity of teachers and the actual conditions of the schools. A combined class has no more than 02 grade levels; in special cases, the competent authority will decide but not exceed 03 grade levels. A combined class has no more than 15 students.

Thus, each primary class has no more than 35 students, managed by a homeroom teacher. Each inclusive class accommodates no more than 02 students.

For combined classes in mountainous areas, remote areas, and particularly disadvantaged areas, the number of students must be suitable to the teaching capacity of teachers and the actual conditions of schools. A combined class has no more than 15 students.
