The old professional title code of Grade II lower secondary school teacher was (Code V.07.04.11).

Under Article 2 Circular 03/2021/TT-BGDDT, there are specifications on the codes, rank, and professional titles for lower secondary school teachers as follows:

Codes and gardes of professional titles of lower secondary school teachers

The professional titles off lower secondary school teachers include:

1. Grade III lower secondary school teacher- Code V.07.04.32.

2. Grade II lower secondary school teacher- Code V.07.04.31.

3. Grade I lower secondary school teacher - Code V.07.04.30.

Thus, according to the above regulations, the new professional title code of Grade II lower secondary school teacher is now Code V.07.04.31.

* Note: In Article 9 Circular 03/2021/TT-BGDDT (amended by clause 9, Article 3 Circular 08/2023/TT-BGDDT):

- In case lower secondary school teachers have not yet met the conditions for appointment to the lower secondary school teachers’ professional titles specified in Circular 03/2021/TT-BGDDT, they shall continue to hold the ranks, codes and salary coefficients of the lower secondary school teachers’ professional titles currently classified according to Joint Circular No. 22/2015/TTLT-BGDĐT-BNV. This Joint Circular has been replaced by Circular 03/2021/TT-BGDDT. When satisfying the conditions prescribed in Article 7 of Circular 03/2021/TT-BGDDT, they shall be appointed to the corresponding lower secondary school teachers' professional titles without passing examination or consideration for rank promotion to professional titles.

- In case lower secondary school teachers who have not met the training standards as prescribed in Article 72 of the Law on Education 2019 but are not subject to raising the training standards as prescribed in the Government's Decree 71/2020/ND-CP dated June 30, 6, 2020 stipulating the roadmap for raising the training standards of preschool teachers, primary and lower secondary schools, they will continue to hold the ranks, codes, and salary coefficients of current lower secondary school teacher rank until retirement.

Under Article 7 Circular 03/2021/TT-BGDDT (amended by Clause 8, Article 3 Circular 08/2023/TT-BGDDT):

Cases of appointment to professional titles of lower secondary school teachers

1. Public employees who have been appointed to the professional titles of lower secondary school teachers as prescribed in Joint Circular No. 22/2015/TTLT-BGDĐT-BNV are now appointed to professional titles of lower secondary school teachers specified in this Circular as follows:

a/ Appointment to the professional title of Grade III lower secondary school teacher (code V.07.04.32) for Grade III lower secondary school teachers (code V.07.04.12) meeting the requirements of training qualifications of Grade III lower secondary school teacher (code V.07.04.32);

b) Appointment to the professional title of Grade II lower secondary school teacher (code V.07.04.31) for Grade II lower secondary school teachers (code V.07.04.11) who have the total period of holding the professional title of Grade III lower secondary school teacher (code V.07.04.12) and Grade II lower secondary school teacher (code V.07.04.11) or equivalent for 09 (nine) years or more (excluding the probationary period);

c) Appointment to the professional title of Grade I lower secondary school teacher(code V.07.04.30) for Grade I lower secondary school teachers (code V.07.04.10).

Thus, according to the regulations, teachers holding the old professional title of Grade II lower secondary school teacher (code V.07.04.11) will be appointed to the new professional title of Grade II lower secondary school teacher (code V.07.04.31) if they have the total period of holding the professional title of Grade III lower secondary school teacher (code V.07.04.12) and Grade II lower secondary school teacher (code V.07.04.11) or equivalent for 09 (nine) years or more (excluding the probationary period).

What are the qualifications required for the new professional title of Grade II lower secondary school teacher to be promoted to the professional title of Grade I lower secondary school teacher in Vietnam?

Under Clause 4 Article 5 Circular 03/2021/TT-BGDDT:

A public employee who takes the examination or consideration for rank promotion to the professional title of Grade I lower secondary school teacher (code V.07.04.30) must have held the occupational title of Grade II lower secondary school teacher (code V.07.04.31) or equivalent for full 06 (six) years or more as of the expiration date for submitting the application for examination or consideration for rank promotion:

(1) Actively and proactively carry out, advocate, and guide colleagues on implementing the policies and laws of the Communist Party and the State, as well as the regulations and requirements of the industry, and local education tasks assigned.

(2) Be capable of implementing and guiding, supporting colleagues in developing education and teaching plans suitable to the reality of the school and local conditions; guiding and supporting colleagues in designing interdisciplinary lesson plans.

(3) Be capable of implementing and guiding, supporting colleagues in applying teaching methods and education technology to develop students' qualities and competencies suitable to the reality of the school and local conditions.

(4) Apply and guide, support colleagues in using various forms and methods to assess, evaluate students' academic performance, training, and progress towards developing students' qualities and competencies.

(5) Apply and guide, support colleagues in effectively deploying psychological counseling and career guidance measures for students, integrating them into teaching and educational activities.

(6) Be capable of proposing measures to the school to enhance the coordination between the school and related organizations and individuals in carrying out teaching and educational activities for students.

(7) Be capable of guiding, supporting colleagues, and sharing experiences regarding professional development and expertise.

(8) Be capable of applying information technology in professional activities; capable of using foreign languages or ethnic minority languages according to the job position requirements.

(9) Have acknowledged as a national or provincial outstanding emulation soldier, or awarded with a certificate of merit from the provincial level or higher; or recognized as achieving one of the following titles: excellent teacher, excellent homeroom teacher, or excellent leader of the Ho Chi Minh Young Pioneer Organization from the district level or higher.
