What is the maximum number of students in a class in an upper secondary school for the gifted in Vietnam?
Under Article 62 Law on Education 2019, schools for the gifted shall be established at upper secondary level for students with excellent study achievements to develop their talents in certain subjects while assuring comprehensive general education, creating a foundation for the fostering of talents, meeting the developing requirements of the country.
Under Article 8 of the Regulation on organization and operation of upper secondary schools for the gifted issued together with Circular 05/2023/TT-BGDDT, the regulation on classes in schools for the gifted is as follows:
Classes in gifted schools
1. Classes in gifted schools are offered according to subjects in the general education program promulgated by the Minister of Education and Training, including: Literature, History, Geography, Foreign Languages, Mathematics, Information Science, Physics, Chemistry, Biology (hereinafter referred to as gifted classes).
2. Do not offer non-gifted classes in gifted schools.
3. Each gifted class has no more than 35 students.
4. On the basis of educational quality assurance and at the request of the principal of the gifted school, the managing authority of the gifted school shall decide the number of subjects in which gifted classes are offered (hereinafter referred to as specialized subjects) and the number of gifted classes by each specialized subject.
Thus, in order to develop their talents in certain subjects while assuring comprehensive general education, creating a foundation for the fostering of talents, and meeting the developing requirements of the country, a class in an upper secondary school for the gifted in Vietnam may have a maximum of 35 students.

What are the duties and rights of students at upper secondary schools for the gifted in Vietnam?
Under Article 16 of the Regulation on organization and operation of upper secondary schools for the gifted issued together with Circular 05/2023/TT-BGDDT, the regulations on students are as follows:
Students
In addition to the duties and rights of students as prescribed in the Charter of lower-secondary schools, upper-secondary schools and multi-level schools, they shall also perform the following additional duties and rights:
1. Actively participate in competitions, contests, cultural and social activities and scientific research at the request of the school.
2. Intellectually advanced students may skip a grade according to the decision of the gifted school’s managing authority.
3. To be provided with boarding accommodations if needed; enjoy incentives as prescribed for students of gifted schools.
4. Former students of gifted schools are enabled to participate in school activities.
Thus, in addition to the duties and rights of students as prescribed in the lower secondary school, upper secondary school and multi-level school charter issued together with Circular 32/2020/TT-BGDDT, students at upper secondary schools for the gifted in Vietnam have the following duties and rights:
- Actively participate in competitions, contests, cultural and social activities and scientific research at the request of the school.
- Intellectually advanced students may skip a grade according to the decision of the gifted school’s managing authority.
- To be provided with boarding accommodations if needed; enjoy incentives as prescribed for students of gifted schools.
- Former students of gifted schools are enabled to participate in school activities.
What are the enrollment rules of upper secondary schools for the gifted in Vietnam?
Under Clause 1 of Article 17 of the Regulation on organization and operation of upper secondary schools for the gifted issued together with Circular 05/2023/TT-BGDDT, the regulations are as follows:
Enrollment to the first grade
1. Enrollment rules
a) Comply with the Regulation on enrollment of lower secondary and upper secondary schools promulgated by the Ministry of Education and Training;
b) Only choose students with intelligent advance, good performance in conduct and study at the lower secondary level, and have the ability to study at gifted schools;
c) Ensure accuracy, objectivity, fairness, transparency and equality between gifted schools in the provinces and gifted schools in higher education institutions.
2. Enrollment plan
a) Provincial gifted schools: annually, the Department of Education and Training shall submit to the provincial People's Committee for approval of the enrollment plan of the gifted school;
b) Gifted schools affiliated to higher education institutions: annually, the principal of the gifted school shall submit to the school council of the higher education institution that manages the gifted school for approval of the enrollment plan of the gifted school;
c) At least 60 (sixty) days before the entrance exam date, the gifted school shall publicly announce the enrollment plan on the web portal of their own and of the gifted school’s managing authority.
