Vietnam: What is the list of Grade 4 Ethics textbooks?
Does the Vietnam Ministry of Education and Training approve Grade 4 Ethics textbooks?
Under Article 18 of the Regulation on Primary Schools issued together with Circular 28/2020/TT-BGDDT, the following provisions are made:
Textbooks, teaching equipment, reference materials, and local educational materials
1. Primary schools use textbooks approved by the Minister of Education and Training and are selected and used by the provincial People's Committee for the teaching and learning process in primary schools in the locality; teachers and students use textbooks in teaching and learning activities to achieve the goals, educational content, and required qualities and competencies of students as specified in the primary general education program; primary schools must promptly and fully provide information about the textbooks used at the school for students and their families to know.
2. Teaching equipment used in schools is from the list of minimum teaching equipment issued by the Ministry of Education and Training and other teaching equipment as stipulated by the general education program.

Thus, the Vietnam Ministry of Education and Training approves Grade 4 Ethics textbooks. Primary schools are only allowed to use Ethics textbooks approved by the Vietnam Ministry of Education and Training.

What is the number of approval votes required for selected textbooks by the Grade 4 Ethics textbook selection committee?
According to Article 7 of Circular 27/2023/TT-BGDDT, the following provisions are made:
Process for selecting textbooks in education and training institutions
1. The committee develops a plan for organizing the selection of textbooks in education and training institutions and assigns tasks to committee members.
2. Organize the selection of textbooks in subject committees

d) The head of the subject committee organizes meetings with subject teachers to discuss and vote on the selection of one (01) textbook for that subject. In cases where the subject has only one textbook approved by the Minister of Education and Training, the subject committee selects the textbook in the decision without needing to vote.
Selected textbooks must have the approval of at least half (1/2) of the subject teachers or more. If no textbook receives votes from at least half (1/2) of the subject teachers, the subject committee must discuss and vote again; the selected textbook is the one with the highest number of teacher votes in the second vote. In both votes, if there are two (02) textbooks with the highest number of equal teacher votes, the head of the subject committee decides to select one of the textbooks with the highest number of teacher votes.*
Meetings of the subject committee must be recorded in minutes, noting the comments and evaluations of the textbooks by the subject teachers participating in the selection, and the minutes must be signed by the head of the subject committee and the assigned person to record the minutes;
dd) The head of the subject committee summarizes the results, compiles a list of textbooks selected by the subject committee with the signatures of the head of the subject committee and the assigned person to compile the list of textbooks.

Thus, the subject committee in selecting the Grade 4 Ethics textbook must ensure that at least half (1/2) of the subject teachers or more vote for the selection.
If no textbook achieves votes from at least half (1/2) of the subject teachers, the subject committee must discuss and vote again;
The selected Grade 4 Ethics textbook is the one with the highest number of teacher votes in the second vote.
In both votes, if there are two (02) Grade 4 Ethics textbooks with the highest number of equal teacher votes, the head of the subject committee decides to select one of the textbooks with the highest number of teacher votes.
