What is the latest document on Charter of Preschools?

Currently, the latest Charter of Preschools is promulgated together with Circular 52/2020/TT-BGDDT dated December 31, 2020, by the Minister of Education and Training of Vietnam.

Circular 52/2020/TT-BGDDT promulgates this latest Charter of Preschools to:

- Replace Decision 14/2008/QD-BGDDT dated April 7, 2008, by the Minister of Education and Training on the issuance of the Charter of Preschools;

- Replace Circular 44/2010/TT-BGDDT dated December 30, 2010, by the Minister of Education and Training on the amendment and supplementation of several articles of the Charter of Preschools issued with Decision 14/2008/QD-BGDDT dated April 7, 2008, by the Minister of Education and Training;

- Replace Circular 05/2011/TT-BGDDT dated February 10, 2011, by the Minister of Education and Training on the amendment and supplementation of point d clause 1 Article 13; clause 2 Article 16; clause 1 Article 17 and point c clause 2 Article 18 of the Charter of Preschools issued with Decision 14/2008/QD-BGDDT dated April 7, 2008, by the Minister of Education and Training, and has been amended and supplemented at Circular 44/2010/TT-BGDDT dated December 30, 2010, by the Minister of Education and Training on the amendment and supplementation of the Charter of Preschools;

- Replace Circular 09/2015/TT-BGDDT dated May 14, 2015, on the amendment and supplementation of several articles of the Charter of Preschools issued with Decision 14/2008/QD-BGDDT dated April 7, 2008, by the Minister of Education and Training, which had been amended and supplemented at Circular 44/2010/TT-BGDDT dated December 30, 2010, and Circular 05/2011/TT-BGDDT dated February 10, 2011, by the Minister of Education and Training.

What is the scope and regulated entities of the latest Charter of Preschools?

According to Article 1 of the Charter of Preschools issued together with Circular 52/2020/TT-BGDDT, the scope and regulated entities of the latest Charter of Preschools are as follows:

- This Charter provides for the status, tasks, entitlements, and organization and management of preschools; organization of activities of nurture, care, and education; finance and asset; teachers and staff; children; the relationship between the school, families, and society.

- This Charter applies to preschools, kindergartens, daycare homes (hereinafter referred to as "preschools"); organizations and individuals participating in preschool education.

What are the tasks and entitlements of preschools according to the latest Charter of Preschools?

According to Article 3 of the Charter of Preschools issued together with Circular 52/2020/TT-BGDDT, tasks and entitlements of preschools according to the latest Charter of Preschools are prescribed as follows:

- Develop directions and plans for the development of the school according to regulations of the Ministry of Education and Training, ensuring the suitability for the socio-economic conditions of the surrounding area and the vision, mission, and core values of the school.

- Make necessary arrangements for nurturing, caring, and educating children from 3 months old to 6 years old according to the educational program for preschools promulgated by the Minister of Education and Training.

- Actively propose demands and participate in the recruitment of managers, teachers, and staff in public schools; manage and use managers, teachers, and staff to perform tasks of children nurture, care, and education.

- Perform activities for education quality assurance and inspection in accordance with regulations. Publicly announce objectives, educational programs, plans, conditions to ensure education quality, and results of evaluation and inspection of education quality.

- Implement democracy and accountability of the school in managing educational activities.

- Encourage children at preschool age to go to school; manage children; organize inclusive education programs for children with special circumstances, children with disabilities; perform preschool education universalization for 5-year-old children within the assigned scope; support other institutions of preschool education in the area to improve the quality of organization of educational activities as assigned by competent authorities.

- Mobilize, manage, and use resources in accordance with regulations of the law; construct physical facilities according to requirements of standardization and modernization.

- Consult with the authority and cooperate with families or caretakers of children and organizations or individuals in nurturing, caring, and educating children.

- Facilitate managers, teachers, staff, and children to participate in appropriate activities in the community.

- Perform other tasks and entitlements in accordance with regulations of the law.
