7. Registration and processing of aspirations:
a) From July 18 to 5:00 PM, July 30, 2024, candidates register, adjust, and supplement their aspirations used for admission without any limit on the number of times:
- Candidates use the provided account to process information (enter, view, edit) their information on the System;
- Registration for the aspirations for majors/programs must be done online on the System or on the National Public Service Portal (Detailed instructions will be posted on the System or National Public Service Portal);
- Candidates' aspirations are registered for all training institutions by the major/program and are listed in order from 1 to the end (aspiration 1 is the highest aspiration), and candidates must provide the data (according to the criteria, conditions, and registration process specified in the Enrollment Scheme of the training institutions) corresponding to the major/program that the candidate has registered for the training institutions to use for admission (Detailed registration steps are posted on the System when candidates access it for registration);
- All of a candidate's aspirations for admission into training institutions are processed on the System and each candidate is admitted to only one highest aspiration among the registered aspirations when they meet the matriculation conditions;
- Candidates who have completed enrollmernt registration under the early admission plan of the training institutions, if they meet the matriculation conditions (excluding the condition of high school graduation), must continue to register their aspirations on the System to be considered for admission according to the regulations.

Candidates must pay the admission fee according to the number of registered aspirations via online payment as guided by the Ministry of Education and Training;

Thus, candidates registering for aspirations used for admission to full-time undergraduate programs in 2024 must pay the admission fee via online payment as guided by the Ministry of Education and Training.
However, the Ministry of Education and Training has not issued any documents regarding the adjustment of the registration fee for aspirations used for admission to full-time undergraduate programs.
From July 31 to 5:00 PM on August 6, 2024, candidates will proceed to pay the admission fee with the expected registration fee for aspirations used for admission to full-time undergraduate programs in 2024 being 20,000 VND/per aspiration (the same as the registration fee in 2023).

Under Article 20 of the Regulation on Enrollment for full-time Undergraduate and College programs in Early Childhood Education issued with Circular 08/2022/TT-BGDDT, specific provisions for the admission and processing of aspirations according to the general plan are as follows:
- Training institutions independently organize their admissions according to specific methods and criteria or voluntarily cooperate in groups to organize admissions based on common methods and criteria.
The Ministry of Education and Training guides the admission schedule and supports the processing of aspirations in the system.
- After the registration period for aspirations on the system ends, training institutions download information and data from the system to serve the admission process, including aspiration registration data, high school graduation exam results, and high school study results of candidates applying to the institution according to enrollment methods.
- Admission principles:
+ Admission scores are determined to ensure the number of students admitted to each major, The training program aligns with the announced targets, but not less than the entrance threshold;
+ For a specific training major (or program) with a particular method and subject combination, all candidates are equally considered based on their scores regardless of the priority order of registered aspirations, except as stipulated at point c of this section;
+ In case multiple candidates have the same score at the end of the list, training institutions may use additional criteria, such as the order of aspirations (to select candidates with higher aspiration order);
+ Utilizing regional, target-based priority points for admission must ensure uniformity and synchronization with priority point regulations stipulated in Article 7 of this Regulation.
- After each admission cycle, training institutions upload the list of prospective admitted candidates for each training major and program (according to enrollment methods) to the system.
The system for processing aspirations will automatically eliminate lower-ranked aspirations of candidates meeting multiple admission criteria, returning the list of prospective admitted candidates for the highest-ranked aspiration.
- Based on the results of processing aspirations, training institutions repeat the Admission process in subsequent cycles, adjusting admission scores to align with the target within the stipulated timeframe.
In the final cycle, training institutions decide the admission scores for each training major and program (according to enrollment methods) and upload the (official) list of candidates meeting the admission criteria to the system.
