According to Clause 2, Article 2 Circular 13/2023/TT-BGDDT, assessment of education quality accreditation organizations is the periodic review and systematic judgment by the Ministry of Education and Training on the compliance with legal regulations and the quality of activities of the education quality accreditation organization as prescribed.
What are the purposes of assessment of education quality accreditation organizations in Vietnam?
According to Clause 2, Article 3 Circular 13/2023/TT-BGDDT, the purposes of assessment of education quality accreditation organizations in Vietnam include the following:
- Ensuring compliance with legal regulations and accountability of the education quality accreditation organization;
- Providing a basis for the education quality accreditation organization to improve and enhance quality;
- Providing a basis for educational institutions to choose an education quality accreditation organization;
- Serving as a basis for extending operational licenses or recognizing the quality accreditation activities of the education quality accreditation organization.

How many evaluation standards are included in the assessment of education quality accreditation organizations in Vietnam?
According to Article 8 Circular 13/2023/TT-BGDDT, there are five evaluation standards for assessment of education quality accreditation organizations in Vietnam as follows:
- Standard 1: Organization and Management
+ Criterion 1.1: The education quality accreditation organization ensures the maintenance of conditions permitting the quality accreditation activities;
+ Criterion 1.2: The vision, mission, strategy, and culture of the education quality accreditation organization are constructed, implemented, evaluated for performance, and adjusted suitably with the development goals of a legal entity whose main function is education quality accreditation;
+ Criterion 1.3: Development and issuance of internal documents to organize and implement education quality accreditation activities, including documents on: organization and operation; internal expenditure; functions and tasks of units under the education quality accreditation organization; management and use of staff and employees; evaluation and recognition of educational institutions and programs meeting quality standards;
+ Criterion 1.4: Development and issuance of internal documents to implement the management of accreditation inspectors, ensuring independent, objective, truthful activities and avoiding conflicts of interest with relevant parties, including: code of ethics for accreditation inspectors; regulations on inspector evaluation; regulations on addressing and resolving citizen complaints regarding inspectors or accreditation results;
+ Criterion 1.5: Reporting compliance to the Ministry of Education and Training as prescribed; implementing quality improvement activities within the education quality accreditation organization to meet the requirements and satisfaction of stakeholders;
+ Criterion 1.6: Annually participating and contributing actively with the Ministry of Education and Training in developing, supplementing, perfecting, and enforcing policies for higher education and teachers’ colleges, policies on quality assurance, and education quality accreditation.
- Standard 2: Leadership, Inspectors, Quality Accreditation Council
+ Criterion 2.1: Directors, Deputy Directors meet standards and perform tasks as prescribed;
+ Criterion 2.2: The Quality Accreditation Council ensures the quantity, composition, and standards of members and is periodically evaluated;
+ Criterion 2.3: The number of inspectors is maintained and developed to meet the requirements of the scale, scope of activities, and strategic plan of the education quality accreditation organization;
+ Criterion 2.4: Inspectors who participate in education quality accreditation activities with the education quality accreditation organization ensure compliance with current regulations for inspectors, participate in professional capacity improvement activities, and are regularly evaluated by the education quality accreditation organization in accordance with regulations;
+ Criterion 2.5: Full-time inspectors participate in education quality accreditation activities with foreign education quality accreditation organizations.
- Standard 3: Physical Facilities and Equipment
+ Criterion 3.1: Ensuring and developing physical facilities for the activities of the education quality accreditation organization according to its development roadmap;
+ Criterion 3.2: Building and operating an electronic information portal to disclose information as prescribed;
+ Criterion 3.3: Ensuring the conditions of technical infrastructure to apply information technology in education quality accreditation activities; activity information and data are fully stored, scientifically managed, and securely protected.
- Standard 4: Education Quality Accreditation Activities
+ Criterion 4.1: Conducting education quality accreditation according to the subjects, scope stated in the operational license, quality standards, and accreditation processes as prescribed by the Minister of Education and Training and internal documents issued by the education quality accreditation organization;
+ Criterion 4.2: The external evaluation team performs duties and adheres to the working principles as prescribed by law and internal documents of the education quality accreditation organization; ensuring quality in writing external evaluation reports, providing accurate assessments, useful, valuable recommendations to educational institutions;
+ Criterion 4.3: The Quality Accreditation Council performs duties and adheres to the working principles as prescribed by law and internal documents of the education quality accreditation organization; ensuring independence and objectivity in appraisal activities; providing valuable information to stakeholders;
+ Criterion 4.4: Issuing and revoking quality accreditation certificates as prescribed;
+ Criterion 4.5: Conducting professional capacity improvement for the leadership, management, staff, and inspectors of the education quality accreditation organization;
+ Criterion 4.6: Conducting professional training for inspectors (if any) as prescribed; evaluating results and adjusting suitably with the objectives of training programs;
+ Criterion 4.7: Participating in international quality assurance networks or having international cooperation agreements in recognizing education quality accreditation results.
- Standard 5: Transparency and Public Disclosure of Activities
+ Criterion 5.1: Publicly disclosing on the electronic information portal of the education quality accreditation organization: the accreditation operational license; the formation and development of the education quality accreditation organization; vision, mission, and development strategy; organizational and operational regulations; detailed guidelines issued by the education quality accreditation organization for education quality accreditation work;
+ Criterion 5.2: Publicly disclosing on the electronic information portal of the education quality accreditation organization and updating on the higher education quality assurance and accreditation management system software: organizational structure, list of Directors, Deputy Directors, full-time inspectors, public employees, employees, and the Quality Accreditation Council, list of inspectors participating in education quality accreditation activities, physical facilities;
+ Criterion 5.3: Publicly disclosing on the electronic information portal of the education quality accreditation organization and updating on the software management system for higher education quality assurance and accreditation activities and results of education quality accreditation;
+ Criterion 5.4: Publicly disclosing financial information as prescribed by law.
