What is online training in higher education in Vietnam?

Under Article 2 of Circular 30/2023/TT-BGDDT:

 

Definitions

In this Circular, the terms below are construed as follows:

1. Online training refers to training activities (including teaching, instruction, studying, evaluation) carried out on digital environment via online training system.

2. Synchronous online training refers to online training activities where teachers and learners participate in training activities simultaneously (in real-time) in the same learning space.

3. Asynchronous online training refers to online training activities where learners can actively participate in online training activities on the basis of teaching plans of teachers.

4. Online training system refers to a system consisting of software, courseware, and information infrastructures facilitating management and training via the Internet.

5. Online training courseware mean a combination of materials and resources designed to assist studying, teaching, and research process on online environment such as: Coursebooks, online lectures, images, graphs, documents, reference, software, learning applications, instruction documents, simulation software, virtual experiments, evaluation exams.

Thus, online training refers to training activities (including teaching, instruction, studying, evaluation) carried out on digital environment via online training system in Vietnam.

What are the minimum requirements for online training software systems in higher education in Vietnam?

Under Article 5 of Circular 30/2023/TT-BGDDT, the minimum requirements for online training software systems in higher education are as follows:

- Training facilities shall use any combination of software under Clause 2, Clause 3, Clause 4, and Clause 5 of Article 5 of Circular 30/2023/TT-BGDDT.

- Software for synchronous online training must perform the minimum functions below:

+ Assist learners in organizing synchronous online training activities; instructing, assigning tasks simultaneously to all attending learners in the same learning space via video channels, audio channels, text channels, transferring courseware to learners.

+ Enable learners to participate in online training activities; interact, exchange information with teachers and other learners in the same learning space in real time.

- Software for asynchronous online training must perform the minimum functions below:

+ Assist learners in planning for asynchronous online training, transfer courseware to learners, assign learning tasks, examine and evaluate learning results of learners; monitor and assist learners in accessing learning contents; advise, assist, and provide answers for questions and issues of learners.

+ Allow learners to access, utilize learning contents; carry out learning activities and examine, evaluate at request of teachers; make questions and provide answers in respect of teachers and other learners in the same learning space.

+ Allow training facilities to manage learning documents, progress, results of learners and teaching activities of teachers; accurately record learning process of each learner; assist management of other information of training facilities and education authorities.

- Software for management of online learning contents shall perform functions similar to those of software for asynchronous online training and allow teachers to design learning contents, online courseware.

- Massive open online course (MOOC) software shall perform functions similar to those of software for asynchronous online training (Clause 3 of this Article) and provide a variety of contents and methods for organizing online courses; be applied in online training on large scale in terms of learners, teachers, training facilities.

What are the requirements for online courseware in higher education in Vietnam?

Under Article 6 of Circular 30/2023/TT-BGDDT, online courseware in higher education must meet the following requirements:

[1] Contents of online courseware must meet requirements of training programs, carry academic characteristics, be easy to use, and fulfill self-learning demands of learners.

[2] Solutions for evaluation and control shall be required for regular update and improvement of courseware quality.

[3] Online courseware must be evaluated prior to being used. Training facilities may develop, share courseware and online courses independently or by cooperating with training facilities.
