What do teachers working at continuing education centers in Vietnam include?
Under Article 19 of the Regulation on the organization and operation of the continuing education center issued together with Circular 10/2021/TT-BGDDT, teachers working at continuing education centers in Vietnam are defined as follows:
Teachers
1. Teachers are individuals who perform teaching and educational duties at the Center, participating in the instruction of educational and training programs stipulated in Clause 1, Article 4 of this Regulation.
2. The Center’s teachers include tenured teachers, contractual teachers, and visiting teachers.
Thus, teachers working at continuing education centers in Vietnam include tenured teachers, contractual teachers, and visiting teachers.
What are the qualifications required for teachers working at continuing education centers in Vietnam?
Under Article 20 of the Regulation on the organization and operation of the continuing education center issued together with Circular 10/2021/TT-BGDDT, the qualifications required for teachers working at continuing education centers in Vietnam are as follows:
- Teachers teaching general education programs at lower secondary and upper secondary levels must meet the training qualifications and professional standards corresponding to those of general education teachers at each respective educational level.
- Teachers participating in teaching educational and training programs leading to certifications within the national education system must meet the professional and technical conditions stipulated by the regulations.
- Teachers participating in teaching other educational programs offered by the Center must meet the professional and technical conditions set by the Center's director.

Do teachers working at continuing education centers in Vietnam have the same duties and powers as teachers working at general education institutions?
According to Article 21 of the Regulation on the organization and operation of the continuing education center issued together with Circular 10/2021/TT-BGDDT, the duties and powers of teachers are specified as follows:
- Participate in survey activities to understand learning needs in the area, determine learning content, and propose the organization of programs and forms of instruction suitable for different types of learners;
- Compile materials and implement general education programs organized by the Center;
- Participate in admissions and literacy eradication, and universal education activities;
- Manage the Center’s collaborative training classes;
- Engage in activities to ensure the quality of education at the Center;
- Support professional activities at community learning centers;
- Receive training in adult teaching methods.
In addition to the aforementioned duties and powers, teachers working at continuing education centers in Vietnam also have the same duties and powers as teachers working at general education institutions as follows:
* Duties of teachers (Article 27 of the Charter for lower secondary, upper secondary, and multi-level secondary schools issued together with Circular 32/2020/TT-BGDDT)
- Organize teaching and educational activities according to education plans of the school and specialized teams; manage students in educational activities organized by the school; participate in professional activities; and take responsibility for educational quality and effectiveness.
- Foster moral values, uphold spirit of responsibility, preserve virtues, honor and reputation of the teacher; display exemplary behaviors in front of students; love and treat students with fairness, and respect students' personalities; protect student's legitimate rights and interest; and cooperate with and support fellow teachers.
- Learn and train continuously to improve their health, political qualifications, and professional qualifications and knowledge, reform teaching and educational methods.
- Participate in refresher and training courses.
- Take part in local universalization of lower secondary education.
- Fulfill civic duties, comply with regulations of law and the education sector, and the principal’s decisions; perform tasks assigned by the principal and be subject to inspection and assessment by the principal and education authorities.
- Cooperate with the Ho Chi Minh Young Pioneer Organization, Ho Chi Minh Communist Youth Union, Vietnam Youth Federation, students’ families and relevant social organizations in educational activities.
- Perform other duties as prescribed by law.
* Rights of teachers and staff (Article 29 of the Charter for lower secondary, upper secondary, and multi-level secondary schools issued together with Circular 32/2020/TT-BGDDT)
- Independently perform their assigned duties with support from specialized teams and the school.
- Enjoy salary, allowances and incentive policies (if any) as per the law; change their professional title; and enjoy material and spiritual rights as prescribed by law.
- Be enabled to learn and train to improve their political qualifications and professional qualifications and knowledge; receive full salary, allowances calculated based on salary and other benefits as per the law when sent to study by the competent authority.
- Enter into visiting teaching agreements and scientific research agreements with other schools and educational institutions or scientific research institutions provided that they complete the duties towards their workplace and receive written permission from the principal.
- Receive respect and protection with regard to their honor, dignity and body integrity.
- Have summer vacation and other leaves as prescribed by law.
- Hold other rights as per the law.
Additionally, teachers who are homeroom teachers have the following rights:
- Join other classes and educational activities involving their charges.
- Attend meetings of the reward council and discipline council upon handling of matters concerning their charges.
- Participate in refresher courses and symposia about homeroom teacher duties.
- Permit a student to take a maximum of 03 consecutive days off if they have a legitimate reason for absence.
- Have their teaching hour norm reduced according to regulations.
