What are the standards for information resources Levels 1 and 2 for libraries of preschools in Vietnam?
Under Article 5 of the Regulations on standards for libraries of preschools and primary and secondary schools issued with Circular 16/2022/TT-BGDDT, the standards for information resources for libraries of preschools in Vietnam are as follows:
* Information resource standards Level 1
- Information resources must be sufficient and appropriate to ages and psychology of children; meet the needs of child rearing, care and education activities and educational requirements of teachers; be suitable to the educational objectives and contents in the preschool education program, and shall be handled according to the rules of library practices;
- Each child has at least 02 copies of books, each teacher has at least 03 copies of books;
- Information resource requirements
+ Information resources added to the library must be handled according to the library practice process. Information resources must be regularly cleaned, vacuumed, dehumidified, de-mold, gone under insect control method; damaged information resources must be promptly restored; organize storage by warehouse, open warehouse, use outsourcing of cataloging of information resources;
+ Develop information resources to ensure suitability with educational programs, diversity in content and form;
+ Operate and upgrade digital information resources in compliance with library operation requirements.
* Information resource standards Level 2
A preschool library is considered meeting the information resource standards Level 2 if it meets the requirements as prescribed in Clause 1, Article 5, Regulations on standards for libraries of preschools and primary and secondary schools issued with Circular 16/2022/TT-BGDDT and the following requirements:
- It has extensive information resources: specialized knowledge; methods of preschool education at home and abroad; foster and improve professional qualifications for teachers and librarians; printed books, pictures, photos, maps, newspapers, magazines, audio recordings, video recordings, comics, models, flashcards, e-learning materials in Vietnamese, foreign languages or ethnic languages (if any);
- Each child has at least 03 copies of books, each teacher has at least 04 copies of books;
- The information resource repository ensures that 15% of the library's information resources are e-learning materials.

Principles of library interoperability
- Library interoperability between preschools, primary schools, lower secondary schools and multi-level schools (the highest level is lower secondary school) are implemented at the same school level in the same district; between preschools, primary schools, lower secondary schools, multi-level schools (the highest level is lower secondary school) and libraries of commune and district in the same area;
b) Library interoperability between upper secondary schools and multi-level schools (the highest level is upper secondary school) are conducted at the same school level in the same district or province; between upper secondary schools, multi-level schools (the highest level is upper secondary school) and libraries of district and province in the same area;
- Libraries with secured and compatible information technology facilities; that ensure digital information resources and have enough human resources to meet, operate, use and share can be linked with libraries of other educational institutions without limitation of interoperability space;
- Libraries participate in connection on the basis of voluntary connection, sharing, and contribution of library resources to the interconnected group; libraries agree upon cooperation to ensure uniform use process, the information is managed by software, accessible by computers, phones and other electronic devices; libraries in different areas can agree to participate in the interoperability by sharing and contributing digital information resources;
- Ensure the management and use of interconnected information resources for the right purposes, effectively and in accordance with the regulations on interoperability;
- Comply with the provisions of the law on intellectual property, science and technology, information technology, network security and relevant provisions of the law.
