What are the standards for Grade I primary school teachers in Vietnam?
According to Clause 3 and Clause 4 of Article 5 Circular 02/2021/TT-BGDDT amended and supplemented by Article 2 Circular 08/2023/TT-BGDDT, the standards for Grade I primary school teachers are as follows:
Qualifications
- Possess a bachelor's degree or higher in the training of primary school teachers.
In case the subject does not have enough teachers with a bachelor's degree in pedagogy training, a bachelor's degree in a suitable major and a retraining certificate in primary education pedagogy issued by the Minister of Education and Training is required;
- Possess a retraining certificate according to the professional title standards for primary school teachers.
Professional competence
- Actively implement and propagate, guide colleagues to follow the policies, lines, regulations, and requirements of the Communist Party of Vietnam, the State, and the education sector locally regarding primary education duties assigned;
- Proactively, flexibly, and creatively implement educational plans to suit students, schools, and localities; support colleagues in implementing teaching and educational plans effectively;
- Actively share experiences, guide, and support colleagues, parents, and the community to enhance the effectiveness of student education;
- Be capable of evaluating or guiding colleagues to produce applied educational science products from the district level upwards;
- Be capable of applying information technology in professional activities; be capable of using foreign languages or ethnic minority languages as required by the job position.
- Have been recognized as an emulation fighter at the ministerial/provincial level or higher; or awarded a diploma of merit from the provincial level or higher; or recognized with one of the following titles: excellent teacher, excellent homeroom teacher, excellent leader of the Ho Chi Minh Young Pioneers Organization from the district level upwards;
- For public employees taking examination or consideration for rank promotion to the professional title of Grade 1 primary school teacher (code V.07.03.27), they must have held the professional title of Grade II primary school teacher (code V.07.03.28) or equivalent for at least 6 (six) years by the deadline for submitting the registration application for examination or consideration for rank promotion.

According to Clause 1, Article 5 Circular 02/2021/TT-BGDDT, the duties of Grade I primary school teachers in Vietnam are as follows:
- Develop teaching and student educational plans; participate in developing teaching and student educational plans of the professional group according to primary education objectives and programs;
- Implement the primary education program and the school's educational plan;
- Implement teaching and educational methods oriented towards developing student quality and competencies; participate in identifying, and nurturing talented students; participate in applied educational science research and making primary education aids and devices;
- Complete all required professional and vocational training courses; self-study and train to improve political, professional and vocational qualifications; participate in professional activities as required; participate in universal education, compulsory education, and literacy eradication, and inclusive education;
- Cooperate with student's parents and social forces in educating students; perform student counseling duties in primary school;
- Implement other duties assigned by the principal.
- Serve as a lecturer or demonstrate teaching in primary pedagogy training or pilot new models and methods from the school level upwards;
- Preside over training topics and professional/group activities in the professional group; participate in evaluating and approving colleagues' applied educational science topics from the school level upwards;
- Participate as a judge in contests for excellent teachers, excellent homeroom teachers or excellent leaders of the Ho Chi Minh Young Pioneers Organization from the school level upwards; perform key duties of a primary school teacher;
- Participate in other professional activities such as educational quality assessment, inspection, and supervisory professional activities from the school level upwards; guide and assess student teaching practice (if any).
- Participate in editing, compiling, and developing training materials for teachers and primary students or join the textbook selection council when selected;
- Preside over the school's training activities and professional, thematic activities or participate in evaluating and approving colleagues' applied educational science topics from the district level upwards;
- Join external assessment teams or participate in inspection and supervisory professional activities for primary school teachers from the district level upwards;
- Participate as a judge in contests for excellent teachers, excellent homeroom teachers or excellent leaders of the Ho Chi Minh Young Pioneers Organization from the district level upwards.
What is the salary coefficient of Grade I primary school teachers in Vietnam?
Under Clause 1, Article 8 Circular 02/2021/TT-BGDDT:
Salary grading
1. Public employees appointed to professional titles of primary school teachers specified in this Circular shall be applied with the corresponding payroll issued under Decree No. 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam regarding salary policies for officials and public employees and the armed forces. To be specific:
a) Grade III primary school teacher, code V.07.03.29, applies the salary coefficient of public employee category A1, from a salary coefficient of 2.34 to a salary coefficient of 4.98;
b) Grade II primary school teacher, code V.07.03.28, applies the salary coefficient of public employee category A2, group A2.2, from a salary coefficient of 4.00 to a salary coefficient of 6.38;
c) Grade I primary school teacher, code V.07.03.27, applies the salary coefficient of public employee category A2, group A2.1, from a salary coefficient of 4.40 to a salary coefficient of 6.78.
