What are the standards for Grade II primary school teachers in Vietnam?
According to Article 4 of Circular 02/2021/TT-BGDDT, amended and annulled by certain contents in Clauses 2, 3, and 12, Article 2 of Circular 08/2023/TT-BGDDT, the standards for Grade II primary school teachers in Vietnam are:
- Standards of training and retraining qualifications
+ Have a bachelor's degree or higher in pedagogy training for primary school teachers.
+ In cases where the subject does not have enough teachers with a bachelor's degree in pedagogy training, a bachelor's degree in a suitable major and a certificate of pedagogical retraining for primary school teachers by the program issued by the Minister of Education and Training are required;
+ Have a professional retraining certificate of according to the standards of the primary school teacher professional title.
- Standards of professional competence
+ Master the guidelines, policies, and laws of the Communist Party, the State, and the regulations and requirements of the sector and locality on primary education, and apply them effectively in assigned tasks;
+ Effectively implement the education plan and program; proactively and flexibly adjust the teaching and education plans suitable to the actual conditions of the school and locality;
+ Have the ability to flexibly apply and guide colleagues in applying and promptly updating the requirements for innovation in educational knowledge and child psychology to practical education of students; be self-governing and responsible for performing professional tasks (content, teaching methods, evaluating students) and the quality and effectiveness of each student's education in the class they are responsible for;
+ Actively and proactively cooperate with colleagues, students' parents, and the community to enhance the effectiveness of student education;
+ Apply the results of applied pedagogical scientific research to teaching and education; have the ability to evaluate or guide colleagues in making applied pedagogical research products from the school level upwards;
+ Have the ability to perform professional tasks: participate in judging panels, inspection, supervision; prepare and implement teaching topics;
+ Have the ability to apply information technology in professional activities; have the ability to use foreign languages or use minority ethnic languages according to job position requirements;
+ Have been recognized as a grassroots-level emulation fighter; or have received a diploma of merit or diploma of merit from the district level upwards; or have been recognized in one of the following titles: excellent teacher, excellent homeroom teacher from the school level upwards, excellent leader of the Ho Chi Minh Young Pioneer Organization from the district level upwards;
+ Public employees taking the examination or consideration for rank promotion to Grade II primary school teacher (code V.07.03.28) must have held the professional title of Grade III primary school teacher (code V.07.03.29) or equivalent for at least 09 (nine) years (excluding probation period) by the deadline for submitting the application for taking the exam or consideration for promotion.

What is the new payroll applicable to Grade II primary school teachers in Vietnam?
The salary grading for public employees appointed to the professional titles of primary school teachers is stipulated in Clause 1, Article 8 of Circular 02/2021/TT-BGDDT as follows:
Salary grading
1. Public employees appointed to the professional titles of primary school teachers as stipulated in this Circular shall apply the corresponding payroll issued together with Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government of Vietnam on salary policies for officials and public employees and armed forces. Specifically:
a) Grade III primary school teacher, code V.07.03.29, applies the salary coefficient of public employee category A1, from salary coefficient 2.34 to salary coefficient 4.98;
b) Grade II primary school teacher, code V.07.03.28, applies the salary coefficient of public employee category A2, group A2.2, from salary coefficient 4.00 to salary coefficient 6.38;
c) Grade I primary school teacher, code V.07.03.27, applies the salary coefficient of public employee category A2, group A2.1, from salary coefficient 4.40 to salary coefficient 6.78.

According to Article 3 of Decree 73/2024/ND-CP, the statutory pay rate applicable to teachers as public employees in public service providers is 2,340,000 VND/month.
Article 3 of Circular 07/2024/TT-BNV defines the salary calculation for public employees as follows:
Salary = Coefficient x Statutory pay rate

What are the duties of Grade II primary school teachers in Vietnam?
Article 4 of Circular 02/2021/TT-BGDDT specifies the duties of Grade II primary school teachers as follows:
- Serve as a lecturer or provide demonstration lessons at primary teacher retraining classes or pilot new models and methods from the school Step and above;
- Preside over training content and professional/topical activities in professional teams and blocks; participate in evaluating and approving applied scientific pedagogical research topics from the school Step and above;
- Join the judging panel for excellent teacher contests, excellent homeroom teacher contests, and excellent leaders of the Ho Chi Minh Young Pioneer Organization contests from the school Step and above; perform duties of a key primary school teacher;
- Participate in other professional activities such as educational quality assessment, inspection, professional, and pedagogical skill auditing from the school Step and above; provide guidance and assessment for student teachers' practice (if any).
