According to Article 2 of Circular 27/2017/TT-BGDDT, the standards for teachers appointed as the leader of the Ho Chi Minh Young Pioneer Organization are as follows:
Standards for teachers appointed as the leader of the Ho Chi Minh Young Pioneer Organization
1. Teachers selected to be appointed as the leader of the Ho Chi Minh Young Pioneer Organization must meet the following standards:
a) Meet the professional title standards for the teaching rank currently held (standards for primary school teachers as specified in Joint Circular No. 21/2015/TTLT-BGDDT-BNV dated September 16, 2015 regulating the code, standards of public primary school teacher professional titles; standards for secondary school teachers as specified in Joint Circular No. 22/2015/TTLT-BGDDT-BNV dated September 16, 2015 regulating the code, professional title standards of public secondary school teachers).
b) Have received professional training in the Ho Chi Minh Young Pioneer Organization or relevant teaching field or undergone professional training in the Ho Chi Minh Young Pioneer Organization's work.
c) Have the ability to cooperate with internal and external organizations to organize the Ho Chi Minh Young Pioneer Organization's activities and children's movements.
2. Priority is given to teachers who have skills in music, fine arts, physical education and sports, presentation, event organizing, and communication to help the school efficiently organize the Ho Chi Minh Young Pioneer Organization's activities and children's movements.
Additionally, according to Article 5 of Circular 03/2021/TT-BGDDT (amended by Article 3 of Circular 08/2023/TT-BGDDT), the standards for a Grade I lower secondary school teacher are as follows:

2. Standards for professional ethics
In addition to the professional ethics standards of a Grade II lower secondary school teacher, a Grade I lower secondary school teacher must be a role model of teacher ethics and motivate and support colleagues to adhere to the regulations on teacher ethics.
3. Standards for training and fostering qualifications
a) Have a bachelor's degree or higher in the field of teacher training for secondary school teachers.
In cases where the teaching subject does not have sufficient teachers with a bachelor's degree in teacher training, a bachelor's degree in a relevant field and a teaching certificate for secondary school teachers issued by the Ministry of Education and Training is required;
b) Have a certificate of fostering according to the standards of the secondary school teacher professional title.
4. Standards for professional and vocational competence
a) Actively carry out and propagate, advocate, guide fellow colleagues in implementing the policies, decrees, and laws of the Communist Party, the State, and the regulations and requirements of the sector and locality concerning secondary education duties;
b) Be capable of guiding, supporting colleagues in planning teaching and educational activities suitable to the actual conditions of the school and locality; guide and support colleagues in developing lessons according to interdisciplinary topics;
c) Be able to apply information technology in professional activities; Be capable of using a foreign language or ethnic minority language as required for certain job positions;
d) Guide and support colleagues in using various evaluation methods to appraise student progress and achievements tailored to developing students' competencies and qualities;
dd) Guide and support colleagues in effectively implementing psychological counseling, career orientation measures for students, and integrating these aspects into teaching and educational activities;
e) Be able to propose to the school measures that enhance cooperation between the school and other relevant organizations and individuals in implementing teaching and educational activities for students;
g) Be capable of guiding and supporting colleagues, sharing experiences in professional and vocational competence development;
h) Be capable of applying information technology in performing the duties of a Grade I secondary school teacher and Be capable of using a foreign language or minority language in specific assigned tasks;
i) Have recognized as an exemplary emulation soldier at the ministry/sector/provincial level or awarded a commendation from the provincial level or higher; Or recognized as excellent in roles such as good teaching, excellent class management, or excellent leader of the Ho Chi Minh Young Pioneer Organization at the district level or higher;
k) Public employees taking exams or consideration for rank promotion to the professional title of a Grade I lower secondary school teacher (code V.07.04.30) must have held the professional title of a Grade II secondary school teacher (code V.07.04.31) or equivalent for at least 06 (six) years by the end date of the application submission period for the exam or consideration for rank promotion.
Thus, under the above regulations, Grade I lower secondary school teachers appointed as the leader of the Ho Chi Minh Young Pioneer Organization must meet three standards:
[1] Meet the required standards for the professional title of Grade I lower secondary school teacher;
[2] Have received professional training in the Ho Chi Minh Young Pioneer Organization or relevant teaching field or undergone professional training in the Ho Chi Minh Young Pioneer Organization's work.
[3] Be able to cooperate with internal and external organizations to organize the Ho Chi Minh Young Pioneer Organization's activities and children's movements;

What is the teaching lesson norm for a Grade I lower secondary school teacher appointed as the leader of the Ho Chi Minh Young Pioneer Organization in Vietnam?
According to Clause 3, Article 6 of the Regulation issued together with Circular 28/2009/TT-BGDDT, supplemented by Clause 5, Article 1 of Circular 15/2017/TT-BGDDT, the teaching lesson norms are as follows:
Teaching lesson norms
The teaching lesson norm is the number of theoretical or practical lessons each teacher must teach in a week. To be specific:
1. The teaching lesson norm for primary school teachers is 23 lessons; for lower secondary school teachers, it is 19 lessons; and for upper secondary school teachers, it is 17 lessons;

3. A teacher acting as the leader of the Ho Chi Minh Young Pioneer Organization of a Grade I school teaches 2 lessons a week, a Grade 2 school teaches 1/3 of the teaching lesson norm, and a Grade 3 school teaches 1/2 of the teaching lesson norm of teachers of the same education level. The classification of schools follows current regulations.
Under the above regulations, the teaching lesson norm is the number of theoretical or practical lessons each teacher must teach per week.
Thus, a Grade I lower secondary school teacher acting as the leader of the Ho Chi Minh Young Pioneer Organization will have a teaching lesson norm depending on the school's classification (the classification of schools follows current regulations) as follows:
- A Grade I lower secondary school teacher acting as the leader of the Ho Chi Minh Young Pioneer Organization of a Grade I school teaches 2 lessons a week, a Grade 2 school teaches 1/3 of the teaching lesson norm, and a Grade 3 school teaches 1/2 of the teaching lesson norm for teachers of the same level.
How many years may a Grade I lower secondary school teacher in Vietnam act as the leader of the Ho Chi Minh Young Pioneer Organization?
According to Clause 1, Article 5 of Circular 27/2017/TT-BGDDT regulating the term for acting as the leader of the Ho Chi Minh Young Pioneer Organization of a teacher, the regulations are as follows:

1. The term for acting as the leader of the Ho Chi Minh Young Pioneer Organization of a teacher is 05 years. After this term, the school is responsible for reassigning the teacher back to teaching in their trained major.
2. If the teacher's term ends but they still meet the standards and are willing to continue as the leader of the Ho Chi Minh Young Pioneer Organization, the principal will consult with the School Council to make a decision according to Clause 2 of Article 4 of this Circular.
3. If the teacher's term has not ended but they wish to no longer serve as the leader of the Ho Chi Minh Young Pioneer Organization, the principal will issue a decision to relieve the teacher from their duties and, together with the School Council, will select and appoint another teacher as replacement according to Clause 2 of Article 4 of this Circular.
Thus, the term for acting as the leader of the Ho Chi Minh Young Pioneer Organization of a Grade I lower secondary school teacher is 05 years.
After this term, the school is responsible for reassigning the teacher back to teaching in their trained major.
