What are the standards and conditions for rank promotion to the professional title of principal pedagogical college lecturer in Vietnam?
According to the regulations in Article 5 of Circular 05/2024/TT-BGDDT, teaching public employees at pedagogical colleges are eligible to apply for rank promotion to the professional title of principal pedagogical college lecturer (Grade II), code V.07.08.21, when meeting the following standards and conditions:
- The pedagogical college has a need and a vacancy for the corresponding professional title grade of the public employee's professional title under consideration for rank promotion and the candidate is sent to attend the consideration for rank promotion by a competent authority.
- Currently hold the professional title of pedagogical college lecturer (Grade III), code V.07.08.22.
- Have rated at least "Good" in the job performance assessment for the year preceding the year apply for consideration for rank promotion to the professional title of senior pedagogical college lecturer (Grade II), code V.07.08.21; possess good political qualities and professional ethics; not under disciplinary action; not within the period of implementing regulations related to disciplinary actions according to the rules of the Communist Party of Vietnam and the law.
- Meet the minimum working time requirement while holding the professional title of pedagogical college lecturer (Grade III), code V.07.08.22; satisfy the standards regarding qualifications and professional competence for the title of principal pedagogical college lecturer (Grade II), code V.07.08.21 as stipulated in clauses 2 and 3 of Article 5 of Circular 35/2020/TT-BGDDT amended in clause 1 of Article 1 of Circular 04/2022/TT-BGDDT.

What are the duties of a principal pedagogical college lecturer in Vietnam?
According to clause 1 of Article 5 of Circular 35/2020/TT-BGDDT, the duties of a principal pedagogical college lecturer include:
- Teaching; guiding students in projects and graduation theses (if any);
- Educating students about professional ethics and work conduct through teaching. Evaluating students' academic performance and graduation results. Organizing scientific research guidance for students; instructing students on effective learning and research methods; identifying students' talents to organize training and development;
- Leading or participating in the compilation and assessment of curriculums; actively updating scientific achievements to include in training programs; innovating teaching methods and assessment methods for student learning outcomes and training;
- Participating in the training and development of the pedagogical college lecturer team according to professional requirements; leading or participating in professional activities in departments, faculties, and educational institutions;
- Participating in classroom management, academic advising; guiding discussions, practices, experiments, and internships;
- Compiling textbooks, reference books, monographs, guides, translating foreign textbooks and materials into Vietnamese;
- Continuing professional development to enhance political theory, professional skills, and teaching methods; engaging in practical activities to improve training and scientific research quality;
- Participating in management tasks, tasks of the Communist Party of Vietnam, unions, and other tasks according to the organizational and operational regulations of educational institutions and other relevant legal provisions.
What is the professional competence required for a principal pedagogical college lecturer in Vietnam?
According to clause 3 of Article 5 of Circular 35/2020/TT-BGDDT, a principal pedagogical college lecturer must meet the following professional competence:
- Having a profound knowledge of the subjects and disciplines assigned to teach; knowledge of related subjects or disciplines; having a thorough understanding of professional practices;
- Grasping the realities and developments of training, and scientific research in the specialty; proficiently applying pedagogical skills and methods in teaching; having the ability to evaluate and summarize teaching methods to disseminate and apply them within the educational institution;
- Leading at least 01 scientific and technological task at the institutional level or higher, which has been accepted with satisfactory results or better;
- Leading or participating in compiling at least 01 training book, which has been examined, accepted, and used in training from intermediate level or higher, aligned with the lecturer’s teaching specialty, and possessing an international standard ISBN code;
- Authoring at least 02 scientific articles or research projects by the principal pedagogical college lecturer published in scientific journals with international standard ISSN codes;
- Having the ability to apply information technology and use foreign languages in carrying out the duties of a principal pedagogical college lecturer (Grade II);
- Public employees applying for examination or consideration for rank promotion to the rank of principal pedagogical college lecturer (Grade II) must have served as a pedagogical college lecturer (Grade III) or an equivalent position for at least 09 years for those with a bachelor's degree, and at least 06 years for those with a master's degree; including at least 01 year (a full 12 months) holding the position of a pedagogical college lecturer (Grade III) up to the deadline for submission of application for examination or consideration for rank promotion.
