What are the responsibilities and rights of learners participating in sports activities at lower secondary schools in Vietnam?

Under Article 7 of Circular 48/2020/TT-BGDDT, the responsibilities and rights of learners participating in sports activities at lower secondary schools in Vietnam are stipulated as follows:

Regarding the responsibilities of learners participating in sports activities at lower secondary schools:

[1] Participate in training and sports competitions according to the school's plan and the educational management authority at all levels; join sports clubs according to interests and age characteristics. Learners participating in sports competitions organized by other organizations must be approved by the school.

[2] Annually, complete the required contents of fitness checks, evaluations, and classifications according to current regulations.

[3] Fulfill other responsibilities of learners according to current regulations.

Regarding the rights of learners participating in sports activities at lower secondary schools:

{1} Pupils and students are entitled to participate in school sports activities; and to be selected and nominated to compete in local, national, and international sports tournaments and festivals.

{2} Pupils with sports talents are selected and trained at sports talent schools according to regulations.

{3} Pupils winning gold, silver, or bronze medals in national-level sports competitions organized by the education management authority and learners who are members of the Vietnam national team participating in regional, continental, and global sports tournaments and festivals are entitled to priority policies and incentives when applying for high school, high school graduation exams, and university, college admissions according to current regulations.

{4} Students winning gold, silver, or bronze medals in national-level sports competitions organized by the educational management authority and college learners who are members of the Vietnam national team participating in regional, continental, and global sports tournaments and festivals are exempted from Physical Education subjects for that academic year.

{5} Pupils and students are assisted by schools, teachers, and lecturers to complete the Physical Education curriculum and fitness evaluation and classification standards for pupils and students. Pupils and students suffering from congenital diseases may participate in training with appropriate content and forms.

{6} Pupils and students selected by schools or education management authorities at all levels to participate in sports competitions who have to miss classes beyond the prescribed time are provided with supplementary lessons to ensure they meet the requirements for exams and credits.

{7} Pupils and students who are athletes undergoing intensive training with national teams or at training centers for athletes of provinces, cities, sectors, and the nation are facilitated by education management authorities at all levels to continue regular studies, ensuring completion of general education programs and level training according to age with appropriate formats.

{8} Pupils and students exercise other rights of learners according to current regulations.

What are the 05 forms of instruction for sports activities at lower secondary schools in Vietnam?

According to Article 5 of Circular 48/2020/TT-BGDDT, sports activities at lower secondary schools are guided through 5 forms as follows:

1) Instructing and educating on ensuring safety skills for teachers and learners during physical education and sports activities.

2) Integrating with relevant schemes, projects, and programs to ensure proper nutrition and enhance physical activity for pupils and students, aimed at improving health, height, and fitness.

3) Enhancing the application of information technology to gather physical exercise and sports exercises to diversify training content and forms; guiding pupils, students, and parents to utilize online resources for physical education and sports activities effectively and safely.

4) Training and providing knowledge and skills to physical education teachers and lecturers for detecting and nurturing sports talents within the school.

5) Organizing consultations and orienting pupils to participate in training and competing in sports to enhance fitness and physical development.

What are the responsibilities of lower secondary schools in sports activities in Vietnam?

Under Article 11 of Circular 48/2020/TT-BGDDT, the responsibilities of lower secondary schools in sports activities are as follows:

- Strictly implement Circular 48/2020/TT-BGDDT and the directives and guidance of the higher-level educational management authorities.

At the same time, conduct evaluations and classify the fitness of pupils and students according to regulations.

In addition, assign physical education teachers and lecturers to participate in guiding, organizing, and managing sports clubs and sports competitions.

More importantly, develop plans and create conditions for physical education teachers and lecturers to enhance their professional knowledge and skills; participate in scientific research; guide and organize training and sports competitions; and coach teams for sports competitions at all levels.

- Develop plans to organize sports activities for pupils and students within the school and nominate teams to participate in sports competitions organized by education management authorities at all levels, the Vietnamese Student Sports Association, and the Vietnam Parent University and Professional Sports Association.

- Annually, plan to construct, repair, maintain, and utilize facilities; purchase and supplement sports equipment and tools for Physical Education subjects and sports activities.
