Under Clause 3, Article 5 of the Regulation on the National Scientific and Engineering Research Competition for lower and upper secondary school students issued together with Circular 06/2024/TT-BGDDT, candidates participating in the Scientific Research Competition for upper secondary school students must meet the following requirements:
- Be a student in grade 10, grade 11, or grade 12;
- Voluntarily participate and be selected for the Competition team by the participating unit;
- Achieve academic and training results of at least "good" in the first semester (if the Competition is held in the first semester) or in the school year immediately before the school year in which the Competition is held (if the Competition is held in the second semester);
- Each candidate is only allowed to participate in one (01) project in one (01) occurrence of the Competition.

2. Benefits of Candidates
Candidates winning awards in the Competition are entitled to academic benefits and other benefits according to regulations.

- Register for the Competition through their unit;

- Assault, insult candidates and organizers;
- Disrupt public order at the Competition venue;
- Forge competition documents.
Thus, candidates participating in the Scientific Research Competition for upper secondary school students who commit violations against the Regulation will, depending on the severity, be warned before the entire competition, disqualified from the Competition, and have their results annulled.
Candidates will have their results annulled and be banned from participating in the Competition for 01 to 02 years if they commit the following violations:
- Assault, insult candidates and organizers;

1. Members of the Steering Committee, the Dossier Evaluation Council, the Judging Panel, and the Organizing Committee are involved in organizing the Competition.
2. Individuals involved in organizing the Competition must meet the following standards:
a) Possess good moral character and high sense of responsibility;
b) Have suitable professional expertise and experience that meets the requirements of the Competition task;
c) Do not have wives, husbands, children, siblings, direct nephews/nieces or those of their spouse's family, or stepchildren of their spouse participating in the Competition in the year the Competition is held;
d) Are not the supervisors or current teachers of the candidates;
e) Are not under disciplinary investigation or criminal prosecution.
Therefore, individuals who have wives, husbands, children, siblings, direct nephews/nieces or those of their spouse's family, or stepchildren of their spouse being candidates in the Scientific Research Competition for upper secondary school students in the year the Competition is held are not allowed to act as judges.
