Under Clause 2, Article 2 of Decree 11/2015/ND-CP:
Position, objectives of physical education and sports activities in educational institutions
1. Physical education in educational institutions is a compulsory subject within the curriculum of various educational levels and training degrees, aimed at equipping children, pupils, and students with basic motor skills and knowledge, forming the habit of physical exercise and sports to enhance health, physical development, and stature, contributing to the realization of comprehensive education objectives.
2. Sports activities in educational institutions are voluntary activities of pupils and students, organized as extracurricular, sports clubs, groups, or individual activities suitable to their interests, gender, age, and health, aiming to complete motor skills, support the achievement of physical education goals through training, sports competition, and creating conditions for pupils and students to exercise their right to play, entertain, and develop sports talents; identifying and nurturing sports talents.
Sports activities at lower secondary schools in Vietnam are voluntary activities of students and are organized as extracurriculars, sports clubs, groups, or individual activities suitable to their interests, gender, age, and health, aiming to complete motor skills and support the achievement of physical education goals.
At the same time, sports activities at lower secondary schools will be organized through various forms of training, sports competitions, and creating conditions for pupils and students to exercise their right to play, entertain, and develop sports talents; identifying and nurturing sports talents.

What is the content of sports activities in Vietnam?
Under Clause 1, Article 5 of Decree 11/2015/ND-CP, with the phrase replaced by Point b, Clause 2, Article 45 of Decree 15/2019/ND-CP, it is stipulated as follows:
Sports activities and sports competitions
1. Sports activities
a) The Minister of Labor, War Invalids, and Social Affairs guides the content of sports activities in post-secondary schools and colleges;
b) The Minister of Education and Training guides the content of sports activities in primary schools, lower and upper secondary schools, multi-level schools, universities, academies, regional universities, and national parent universities.

Referring to Chapter II of Circular 48/2020/TT-BGDDT, the Minister of Education and Training guides the content of sports activities at lower secondary schools as follows:
*Guidance on sports clubs within sports activities: (Article 3 of Circular 48/2020/TT-BGDDT)
- Establish, manage, and develop sports clubs depending on the actual conditions of the school and the training needs, interests, and health of students. Each school should have at least one regularly operating sports club.
- Arrange reasonable time, integrate sports club activities with the physical education subject in the various educational levels' programs, ensuring continuity, contributing to the comprehensive development of physical education and school sports.
- Organize and develop swimming, traditional martial arts, and ethnic sports suitable with the traditions and actual conditions of the locality.
*Guidance on training and competing in sports within sports activities: (Article 4 of Circular 48/2020/TT-BGDDT)
- Establish and maintain regular training sessions for gifted sports teams as the core of the school's sports activities.
- Regularly organize morning exercise, and mid-break exercise sessions; effectively utilize school facilities and integrate music to create a joyful and engaging atmosphere that attracts students to actively participate
- Organize at least one sports competition annually for students, with the content and form of competition suitable to the psychological and physiological characteristics of the learners and the school's facilities; send students to participate in national and international sports competitions.
*Guidance on improving skills in sports activities (Article 5 of Circular 48/2020/TT-BGDDT) as follows:
- Guide and educate to raise awareness about safety skills for teachers and learners in physical and sports activities.
- Integrate with related projects, programs ensuring proper nutrition, and enhance physical activity for students to improve health, develop height, and physical fitness.
- Increase the application of information technology to research physical and sports exercise routines to diversify training content and formats; guide students and parents to safely and effectively access information on the internet for physical and sports activities.
- Guide and train physical education teachers and lecturers in knowledge and skills to identify and nurture sports talents in schools.
- Provide consultation and direction for students to participate in training and competing in sports to enhance physical health and development.
What are the duties of participants in sports activities of the school in Vietnam?
Under Article 7 of Circular 48/2020/TT-BGDDT, the duties of learners (participants in activities) are as follows:
[1] Participate in training and competing in sports activities as planned by the school and education management authorities; participate in sports clubs based on interests, suitable to age characteristics. Learners participating in sports competitions organized by other entities must receive school permission.
[2] Annually, complete the content of physical fitness checks, evaluation, and classification as per current regulations.
[3] Perform other learner duties as per current regulations.
