What are the regulations on providing regular retraining for teachers on the improvement of proficiency in using foreign languages or ethnic minority languages in Vietnam?
According to the provisions of Section 3 of the regular retraining program for teachers in general education institutions issued with Circular 17/2019/TT-BGDDT, Module 14 - regular retraining on the improvement of proficiency in using foreign languages or ethnic minority languages for teachers in general education institutions is specified as follows:
(1) Retraining requirements according to the Standards
Use of foreign languages or ethnic minority languages, application of information technology, exploitation, and use of technological devices in teaching and education.
(2) Main contents of the module
- The importance of using foreign languages or ethnic minority languages for teachers in current general education institutions.
- Resources for learning foreign languages or ethnic minority languages for teachers in general education institutions.
- Self-study methods and selection of resources for learning foreign languages or ethnic minority languages to improve the effectiveness of using foreign languages or ethnic minority languages for teachers in general education institutions.
(3) Required outcomes
- Analyze the importance of using foreign languages or ethnic minority languages for teachers in current general education institutions;
- Select resources and apply self-study methods to improve the effectiveness of using foreign languages or ethnic minority languages for teachers in general education institutions;
- Support colleagues in selecting resources and applying self-study methods to improve the effectiveness of using foreign languages or ethnic minority languages for teachers in general education institutions.
(4) Implementation duration
20 lessons (8 theory lessons, 12 practical lessons)

In Section 2 of the regular retraining program for teachers in general education institutions issued with Circular 17/2019/TT-BGDDT, the participants of the regular retraining program for teachers in general education institutions are specified as follows:
Participants
The regular retraining program for teachers in general education institutions is applicable to teachers currently teaching in primary schools, lower secondary schools, upper secondary schools, schools with multiple educational levels, specialized schools, boarding and semi-boarding ethnic secondary schools (hereinafter referred to as general education institutions).
According to Section 3 of the regular retraining program for teachers in general education institution issued with Circular 17/2019/TT-BGDDT, the program content is specified as follows:
Program Contents
The regular retraining program for teachers in general education institution includes retraining according to job position requirements; mandatory yearly professional knowledge and skills retraining, including:
1. The retraining program updates professional knowledge and skills to meet the requirements of the school year tasks for levels of general education (referred to as retraining Program 01): The Ministry of Education and retraining specifies the yearly retraining contents on the policies for developing general education, general education programs, and the contents of the subjects and educational activities in the general education program.

3. The retraining program to develop professional competence according to job position requirements (referred to as retraining Program 03): teachers in general education institution can choose retraining modules to develop professional qualities and competencies that meet job position requirements. The number of elective modules must ensure the retraining duration as specified in Clause 2, Section IV of this Program. Retraining modules include:

Primary school teachers in Vietnam select retraining modules, including the Module on the improvement of proficiency in using foreign languages or ethnic minority languages to develop professional qualities and competencies that meet job position requirements.
Does the duration of the Module on the improvement of proficiency in using foreign languages or ethnic minority languages meet the duration required for Retraining Program 03 in Vietnam?
Under Section 4 of the regular retraining program for teachers in general education institutions issued with Circular 17/2019/TT-BGDDT, the following provisions apply:
GUIDELINES FOR PROGRAM IMPLEMENTATION
1. The implementation of the Regular Retraining Program for teachers at general education institutions includes 03 retraining programs as stipulated in Section III of this Program.
2. Retraining duration:
a) Each teacher at a general education institution must ensure the specific training duration as follows:
- retraining program 01: Approximately 1 week/school year (about 40 lessons/school year);
- retraining program 02: Approximately 1 week/school year (about 40 lessons/school year);
- Retraining Program 03: 1 week/school year (40 lessons/school year);

Retraining Program 03 requires a duration of 40 lessons per year, but the Module on the improvement of proficiency in using foreign languages or ethnic minority languages only has a duration of 20 lessons. Therefore, to meet the duration requirements of Retraining Program 03, teachers must select additional modules to achieve the required 40 lessons.
