According to Article 3 of Circular 08/2024/TT-BGDDT providing guidance on integrating national defense and security education content in primary schools, lower secondary schools, and upper secondary schools, at the primary level, integration of education content, and dissemination of CPV lines and policies, state laws on national defense and security is conducted. To be specific:
- Integration of subjects and educational activities for each grade according to textbooks chosen by the school, suitable for the cognitive abilities of students in each locality, with a focus on the following subjects: Vietnamese Language; Nature and Society; Ethics; History and Geography; Arts (Music, Fine Arts); Experiential Activities.
- Common integration themes from grades 1 to 5: teaching love for the homeland, peace, and socialist Vietnam; national pride and gratitude for the heroes, martyrs in the defense of the homeland; protecting national security, maintaining social order and safety; introducing Vietnam's maritime and island sovereignty; fostering solidarity, mutual help, and a sense of discipline in learning.

What is the guidance on integrating national defense and security education for students from Grade 1 to Grade 5 in Vietnam?
According to Clause 2, Article 3 of Circular 08/2024/TT-BGDDT, the integration of national defense and security education for students from grade 1 to grade 5 is carried out through specific themes as follows:
- Grade 1: educating students about love for the homeland, peace, and socialist Vietnam; introducing some images of the Vietnam People’s Army and Vietnam People’s Public Security; some local historical sites.
- Grade 2: educating students about national solidarity, sacrifices of revolutionary soldiers in the resistance against French colonialists and American imperialists; introducing images of officers and soldiers from the Vietnam People’s Army and Vietnam People’s Public Security performing their duties of defending the homeland and maintaining social order and safety; teaching students to love, share, help, and protect each other in learning.
- Grade 3: educating about the tradition of national resistance against foreign invaders; introducing the bravery of the youth, children, and heroic Vietnamese mothers in the national liberation cause; activities and images of students participating in environmental protection in their locality and school.
- Grade 4: introducing the administrative map of Vietnam, affirming Vietnam’s sovereignty over the Hoang Sa and Truong Sa archipelagos; songs about Vietnam’s sea and islands; educating a sense of law observance regarding social order and traffic safety.
- Grade 5: introducing Vietnam’s sovereignty and sovereign rights over the sea and islands; images of fishing, seafood exploitation, and resource development for socio-economic development, ensuring national defense and security; the bravery of officers and soldiers from the Vietnam People’s Army and Vietnam People’s Public Security in rescue operations.
Additionally, the integration of national defense and security education content in subjects and educational activities is appropriate to the general education program and the educational plans of primary schools and lower secondary schools; ensuring the adequate conveyance of national defense and security education content without increasing the study duration of subjects and educational activities.
What are the requirements for primary school students after receiving integrated national defense and security education content in Vietnam?
According to Article 5 of Circular 08/2024/TT-BGDDT, primary school students must meet the following requirements:
- General requirements
+ Requirements on qualities:
Develop qualities in students such as patriotism, kindness, honesty, responsibility, and diligence; the sense and responsibility of citizens in building and defending socialist Vietnam.
+ Requirements on competencies:
Develop competencies in students like self-control, self-learning; communication and cooperation; creative problem-solving through specific competencies such as a basic understanding of national defense and security; and applying learned knowledge and skills to life.
- Specific Rrequirements
Develop an awareness of love for the homeland and country; gratitude to those who have contributed to the revolution and the nation; love, care for, and respect family members; respect teachers, love, and help friends.
Foster discipline, solidarity, ethical conduct, and serious demeanor in learning, work, and daily activities. Develop organized living habits, maintain hygiene, exercise; and conscientiously follow school regulations and legal provisions.
