What are the qualities required for preschool teachers in Vietnam?
The standards for a teacher’s qualities are the first requirements for preschool teachers.
According to Clause 1, Article 3 of the Regulations on Professional Standards for Preschool Teachers, issued together with Circular 26/2018/TT-BGDDT:
Definitions
In these Regulations, the following terms are understood as follows:
1. Qualities refer to the teacher's ideology, ethics, and working style in performing work and duties.

Under the legal regulations, "Qualities refer to the teacher's ideology, ethics, and working style in performing work and duties."
Therefore, under Article 4 of the Regulations on Professional Standards for Preschool Teachers, issued together with Circular 26/2018/TT-BGDDT, the first standard in assessing preschool teacher standards is specified by the following criteria:
Standards 1.
Comply with regulations and training in teacher ethics; sharing experiences, supporting colleagues in ethical training, and building a teacher’s working style.
- Criterion 1. Teacher Ethics
+ Qualified: Strictly adhere to regulations on teacher ethics;
+ Good: Have a sense of self-study, self-discipline, and strive to enhance teacher ethics;
+ Excellent: Be a role model in teacher ethics; share experiences, support colleagues in ethical training.
- Criterion 2. Working Style
+ Qualified: Have appropriate demeanor and working methods suitable for preschool teachers;
+ Good: Have a sense of self-discipline, create a scientific working style, and respect and be close to children and parents;
+ Excellent: Be a role model in scientific working style, respect, and closeness to children and parents; positively influence and support colleagues in developing a teacher’s working style.
Furthermore, preschool teachers must meet several other standards such as:
Standard 2: Preschool teachers must develop professional skills and knowledge.
Standard 3: Create a safe, healthy, and friendly educational environment.
Standard 4: Strengthen relationships between the school, family, and community.
Standard 5: Use foreign languages (or ethnic languages), apply information technology, and demonstrate artistic abilities in nurturing, caring for, and educating children. All are stipulated in Chapter 2 of Circular 26/2018/TT-BGDDT.
Additionally, terms like "Criteria" or "Levels of Criteria" are explained in detail in Clauses 5 and 6, Article 3 of the Regulations on Professional Standards for Preschool Teachers, issued together with Circular 26/2018/TT-BGDDT as follows:
- Criterion is the requirement for qualities and the component competencies of the standard.
- Levels of criteria refer to the degrees achieved in the development of qualities and competencies for each criterion. Each criterion has three levels in increasing order: satisfactory, good, and excellent; a higher level includes the requirements of the immediately lower one.
+ Qualified: Exhibit qualities and competencies needed to perform assigned tasks in nurturing, caring for, and educating preschool children according to regulations;
+ Good: Possess qualities and competencies to actively innovate in performing tasks and educational objectives of the preschool education institution;
+ Excellent: Exhibit creative qualities and competencies in nurturing, caring for, and educating children; have a positive influence on children, colleagues, parents, or guardians of children; share knowledge, skills, and experience in nurturing, caring for, educating children, and enforcing children's rights.

What is the purpose of developing professional standards for preschool teachers in Vietnam?
According to Article 2 of the Regulations on Professional Standards for Preschool Teachers, issued together with Circular 26/2018/TT-BGDDT, professional standards for preschool teachers are developed for the following purposes:
(1) Serve as a basis for preschool teachers to self-assess their qualities and competencies; develop and implement plans for training qualities and enhancing professional and vocational competencies to meet the needs of educational reform.
(2) Serve as a basis for preschool educational institutions to assess the qualities, professional, and vocational competencies of preschool teachers; develop and implement plans to train and develop teachers' professional competencies to meet the educational goals of the preschool institution, locality, and the Education sector.
(3) Serve as a basis for state management agencies to research, develop, and implement policies for developing the team of preschool teachers; select and utilize key preschool teachers.
(4) Serve as a basis for training and fostering institutions to build and develop programs and organize training and fostering for developing professional qualities and competencies of preschool teachers.
