Under Article 12 of Circular 14/2022/TT-BGDDT, the procedures for testing for issuance of pedagogical college and higher education accreditor cards in Vietnam are conducted in four steps as follows:

- Step 1. The Department of Quality Management announces the organization of the testing for issuance of accreditor cards on the Ministry of Education and Training's portal web.

- Step 2. Prepare for organizing the testing for issuance of accreditor cards

+ The Director of the Department of Quality Management issues a decision to establish the Accreditor’s Testing Council. The Accreditor’s Testing Council is authorized to use the seal of the Department of Quality Management to perform its tasks;

+ The Chairman of the Accreditor’s Testing Council decides to establish specialized committees and support units (Secretary Board, Question Paper Board, Proctor Board, Marking Board, Remarking Board, and other support units if necessary);

+ The Accreditor’s Testing Council reviews and publishes the list of eligible and ineligible candidates for the testing on the Ministry of Education and Training's electronic portal.

- Step 3. Conduct the testing for issuance of accreditor cards

+ The Accreditor’s Testing Council conducts the testing according to the content and format stipulated in Article 10 of Circular 14/2022/TT-BGDDT;

+ Within 20 working days from the date of completion of the final test paper, the Accreditor’s Testing Council announces the results for those who pass on the Ministry of Education and Training's electronic portal;

+ Within 10 working days from the date of result announcement, if requested, candidates can submit an application for re-evaluation of their test papers to the Department of Quality Management. The Accreditor’s Testing Council organizes the re-evaluation and announces the results on the Ministry of Education and Training's electronic portal within 10 working days from the deadline for receiving re-evaluation applications.

- Step 4. Result recognition

+ Within 10 working days from the date of the re-evaluation result announcement, the Accreditor’s Testing Council compiles a list of candidates who meet the requirements according to the criteria mentioned in point c, clause 2, Article 10 of Circular 14/2022/TT-BGDDT and proposes the Director of the Department of Quality Management to issue a decision recognizing the results of those who pass the testing for issuance of accreditor cards;

+ The results of the testing for issuance of accreditor cards are not retained for the next testing period.

According to clause 2, Article 10 of Circular 14/2022/TT-BGDDT, the content and form of testing are prescribed as follows:

a) Candidates will undergo two test papers, including one theoretical test paper in a multiple-choice format with a duration of 60 minutes, and one practical test paper with a duration of 120 minutes;

b) Each question paper has a detailed scoring guide, with each test paper totaling 100 points (on a scale of 100);

c) Candidates scoring 80 or above on the theoretical test paper and 70 or above on the practical test paper will be considered to have met the requirements by the Accreditor’s Testing Council.

Thus, candidates for the testing for issuance of pedagogical college and higher education accreditor cards must complete two tests, including:

- A theoretical multiple-choice test with a duration of 60 minutes;

- A practical test with a duration of 120 minutes;

The total score for each test paper is 100 points (on a scale of 100). Candidates scoring 80 or more on the theoretical test paper and 70 or more on the practical test paper will be considered to have met the requirements by the Accreditor’s Testing Council.

- A curriculum vitae in the prescribed form.

- Certificate of completion of the accreditor training program, degrees, and documents related to the teaching experience and educational management experience at the higher education and college level of the candidate.
