Under Section I of the Pedagogical Retraining Program for Lecturers in Higher Education Institutions issued in conjunction with Circular 12/2013/TT-BGDDT, the objectives of the pedagogical retraining for lecturers in higher education institutions in Vietnam are as follows:
(1). General Objectives
To provide basic pedagogical knowledge and skills in higher education teaching for individuals who have not undergone pedagogical retraining and wish to become lecturers in higher education institutions, following standardization and modernization trends, to reinforce the human resources and enhance the teaching competencies of lecturers in higher education institutions, thereby meeting the educational requirements in the industrialization, modernization, and international integration context.
(2). Specific Objectives
- Regarding knowledge
Learners are equipped with:
+ Fundamental knowledge of higher education sciences; the role and mission of higher education, and the development trends of modern higher education;
+ Basic knowledge of psychology, theories of higher education teaching, and higher education teaching methods and techniques;
+ Fundamental issues regarding the assessment and evaluation of learners' performance.
- Regarding skills
Learners are provided with:
+ Skills in designing teaching plans, organizing lessons, and guiding self-study and research methods for learners;
+ Skills in constructing and developing teaching programs, using teaching aids, and applying information technology in higher education teaching; research skills and assessment of learners' academic outcomes;
+ Skills in analyzing, aggregating, and evaluating the teaching process; skills in reading, writing, presenting, and communicating during teaching;
+ Skills in organizing and managing universities and colleges (academic departments, faculties), and managing learners as per the regulations and responsibilities of lecturers.
- Regarding attitudes
Learners shall:
+ Develop professional awareness, ethics, and exemplary pedagogical conduct of educators in higher education institutions;
+ Foster passion and interest in teaching and scientific research;
+ Exhibit an objective, scientific attitude in organizing and managing the teaching process.

How many credits at minimum does the pedagogical retraining program for lecturers in higher education institutions in Vietnam?
According to the regulations in Subsection 1, Section 3 of the Pedagogical Retraining Program for Lecturers in Higher Education Institutions issued with Circular 12/2013/TT-BGDDT, the minimum total knowledge volume of the pedagogical retraining program for lecturers in higher education institutions in Vietnam is 20 credits.
Including:
- Minimum mandatory knowledge block: 15 credits.
- Elective knowledge volume: 5 credits.

According to the provisions in Section IV of the Pedagogical Retraining Program for Lecturers in Higher Education Institutions issued in conjunction with Circular 12/2013/TT-BGDDT, the details of the minimum mandatory knowledge in the Pedagogical Retraining Program for lecturers in higher education institutions are as follows:
(1). World and Vietnamese Higher Education (1 credit)
- Objective
To help learners have an overview of the development of higher education worldwide and the fundamental issues of Vietnamese higher education.
- Content
This module includes the following contents:
+ Brief history of the development of world and Vietnamese higher education;
+ Trends in global higher education development;
+ Strategy for renovating Vietnamese higher education;
+ Higher education management.
(2). Psychology of Teaching in Higher Education (1 credit)
- Objective
To help learners understand the nature and laws governing the formation and development of human psychology; comprehend the psychology of adult age groups; the psychological basis of the higher education teaching and learning process; characteristics of the communication labor of lecturers in higher education institutions; acquire the skills to develop the qualities and personality of lecturers in higher education institutions; and address psychological issues of youth and adults.
- Content
This module includes the following contents:
+ Nature and laws governing the formation and development of human psychology;
+ Psychological characteristics of youth - university students;
+ Psychological basis of the teaching and learning process in higher education;
+ Characteristics of higher education teaching labor and the qualities required of lecturers in higher education institutions;
+ Characteristics of higher education communication.
(3). Theories of Higher Education Teaching (3 credits)
- Objective
To equip learners with the theoretical basis and basic knowledge and skills necessary for teaching in higher education institutions, thereby improving their higher education teaching skills and competencies.
- Content
This module includes the following contents:
+ Fundamental issues of the higher education teaching process;
+ Higher education teaching content;
+ Principles of higher education teaching;
+ Methods and forms of organizing higher education teaching;
+ Planning higher education teaching;
+ Teaching techniques in higher education to actively engage students;
+ Assessment and evaluation of student learning outcomes.
(4). Curriculum Development and Organizing the Higher Education Training Process (2 credits)
- Objective
To provide learners with the essential knowledge and skills regarding curriculum, curriculum development, and organizing the training process in higher education institutions.
To equip learners with the ability to design curricula, detailed course outlines, and evaluate the curriculum and training processes in higher education institutions.
- Content
This module includes the following contents:
+ Curriculum concept;
+ Curriculum structure;
+ Curriculum development;
+ Curriculum management decentralization;
+ Organizing the training process in higher education institutions;
+ The role of lecturers in higher education institutions in curriculum development.
(5). Evaluation and Accreditation in Higher Education (2 credits)
- Objective
To provide learners with theories on methods for evaluating student learning outcomes and a basic understanding of the quality assurance system to improve efficiency in higher education institution operations.
- Content
This module includes the following contents:
+ Fundamental issues of evaluation and quality accreditation in higher education institutions;
+ Evaluation of student learning outcomes;
+ Management and assurance of training quality in higher education institutions;
+ Quality accreditation of higher education institutions;
+ Quality accreditation of programs.
(6). Use of Technical Means and Technology in Teaching (1 credit)
- Objective
To equip learners with the basic knowledge and skills for using technical means and technology in teaching at higher education institutions.
- Content
This module includes the following contents:
+ Use of visual aids in lecture halls;
+ Use of experimental and practical teaching equipment;
+ Searching and exploiting data sources for teaching;
+ Use of software, text editor tools, and lecture presentation tools.
(7). General Psychology (2 credits)
- Objective
To provide learners with fundamental knowledge of psychology, cognitive processes, psychological processes, human psychological attributes, and their application in teaching, education, and everyday life.
To develop skills in recognizing the general psychological characteristics of humans and specific psychological characteristics of individuals, fostering appropriate interactions in educational contexts.
- Content
This module includes the following contents:
+ General issues of psychology;
+ Human cognition, emotion, and will;
+ Age psychology, educational psychology;
+ Application of general psychology knowledge in teaching and education.
(8). General Education Studies (3 credits)
- Objective
To provide learners with basic knowledge of education studies, the role of education in society and individuals, basic knowledge about teaching, and the characteristics of higher education lecturers' work, thereby developing professional competencies for learners.
- Content
This module includes the following contents:
+ Education studies as a science;
+ Factors affecting the formation and development of human personality;
+ Educational purpose and tasks;
+ Personality of the teacher;
+ Fundamental issues of theories of teaching;
+ Fundamental issues of theories of education.
