- National defense and security education for university students is a compulsory subject.
- Students attain an initial understanding of the national defense and security system; the tradition of fighting against foreign invaders, the people's armed forces, and the military art of Vietnam; basic, necessary knowledge of civil defense and military skills; ready to fulfill military service and police obligations to protect the homeland.
- Students acquire basic knowledge of the CPV's viewpoints, state policies, and laws on national defense and security; build an all-people national defense, people's security, integrated civil defense, and security formations tied with people's defense arrangements, and the people's armed forces; supplement knowledge on civil defense and military skills, ready to fulfill military service and police obligations to protect the homeland.

What are the required outcomes for university students in Vietnam after completing the national defense and security education program?
Under Subsection 2, Section 2 of the National Defense and Security Education Program in Pedagogical Post-secondary Schools, Pedagogical Colleges, and Universities issued together with Circular 05/2020/TT-BGDDT, the required outcomes for university students in Vietnam after completing the national defense and security education program are as follows:
- Have a fundamental understanding of the Communist Party's guidelines and the state’s orientation on creating a holistic national defense and people's security, embodying socialist ideals.
- Understand the basic knowledge about National Defense and Security Tasks in the new situation.
- Be proficient in individual team ordinance drills with firearms, familiar with unit drills; have an introductory understanding of the branches in the Vietnam People's Army; have primary knowledge about military maps; know how to avoid enemy high-tech weapon attacks.
- Execute basic skills in infantry combat techniques, individual combat tactics in offense, defense, and guard duties; know how to use AK submachine guns and grenades.
How many modules are included in the national defense and security education for university students in Vietnam?
Under Subsection 1, Section 4 of the National Defense and Security Education Program in Pedagogical Post-secondary Schools, Pedagogical Colleges, and Universities issued together with Circular 05/2020/TT-BGDDT as follows:
IMPLEMENTATION
1. The National Defense and Security Education Program in Pedagogical Post-secondary Schools, Pedagogical Colleges, and Universities is uniformly used to teach both regular and non-regular students in Pedagogical Post-secondary Schools, Pedagogical Colleges, and Universities; including higher education institutions collaborating with foreign training institutes.
Training at the pedagogical post-secondary level covers 02 modules, with a duration of 75 lessons, including Module I: The National Defense and Security Guidelines of the Communist Party of Vietnam and Module III: Basic Military Knowledge.
Articulation from pedagogical post-secondary to college or higher education levels includes 02 additional modules, with a duration of 90 lessons, consisting of Module II: National Defense and Security Tasks and Module IV: Infantry Combat Techniques and Tactics.
For college and higher education levels, all 04 modules must be completed.
The National Defense and Security Education Program in Pedagogical Post-secondary Schools, Pedagogical Colleges, and Universities does not apply to undergraduate programs in military, police, and national defense and security education specialties.
Thus, university students studying national defense and security education consist of 4 modules:
- Module 1: The National Defense and Security Guidelines of the Communist Party of Vietnam.
- Module 2: National Defense and Security Tasks.
- Module 3: Basic Military Knowledge.
- Module 4: Infantry Combat Techniques and Tactics.

3. National defense and security education is a specialized subject, with a total duration of 165 lessons (comprising 04 modules). Based on this program, educational institutions develop a teaching schedule that ensures sufficient time for training activities in accordance with current regulations, suitable for both credit-based and annual modular training systems, with the duration specified in the program not including time for test preparation and examinations.
4. Assessment of the learning outcomes in national defense and security education in Pedagogical Post-secondary Schools, Pedagogical Colleges, and Universities is conducted according to the regulations on organizing teaching, learning, and evaluating results in national defense and security education.
5. During the national defense and security education course, depending on the actual situation, schools may organize field trips for students to military history museums, armed forces units, or military and police educational institutions.
