Objectives and mission of the pedagogical college
Pursuant to Article 2 of the Charter of the pedagogical college issued together with Circular 23/2022/TT-BGDDT of the Ministry of Education and Training of Vietnam, the objectives and mission of the pedagogical college are defined as follows:
- The pedagogical college is established by the State to train and cultivate a high-quality teaching workforce at the college level and competent educational management personnel. This contributes to meeting the educational development needs of both localities and the nation; training and cultivating various levels of vocational education in accordance with the law, meeting the learning needs of the public and the manpower needs, thus contributing to local and national socio-economic development.
- The objectives and mission of the pedagogical college are concretized in the development plans and strategies of the pedagogical college, ensuring alignment with the socio-economic development strategy of the locality and the development strategy of Vietnam's education system.

Which pedagogical college exist?
As stipulated in Article 4 of the Charter of the pedagogical college issued together with Circular 23/2022/TT-BGDDT, the following is provided:
Management of pedagogical colleges
1. The pedagogical colleges in this Charter consist of: central pedagogical colleges and local pedagogical colleges, wherein:
a) The central pedagogical colleges are under the direct management of the Ministry of Education and Training; they are also subject to territorial management by the provincial People’s Committee where their main campus or branch is located;
b) The local pedagogical colleges are under the direct management of the provincial People’s Committee.
2. Pedagogical colleges are established by decision of the Minister of Education and Training; they are subject to state management of education by the Ministry of Education and Training with regard to teacher training programs; and to state management of vocational education by the Ministry of Labor - Invalids and Social Affairs when participating in the training of vocations and disciplines within the scope of state management by the Ministry of Labor - Invalids and Social Affairs.
3. The provincial People’s Committee is responsible for cooperating with the Ministry of Education and Training to perform state management functions as assigned by the Government of Vietnam concerning the pedagogical colleges as per this Charter and related applicable laws.
Thus, pedagogical collegea include:
- Central pedagogical colleges: subject to the direct management of the Ministry of Education and Training and territorial management by the provincial People’s Committee where their main campus or branch is located;
- Local pedagogical colleges: subject to the direct management of the provincial People's Committee.
What are the duties and powers of the council of a pedagogical college?
Pursuant to Article 8 of the Charter of the pedagogical college issued together with Circular 23/2022/TT-BGDDT, the school council is established and performs duties and authorities according to the provisions of the 2014 Vocational Education Law of Vietnam and some specific provisions as follows:
- Approving regulations on the number, structure of labor, job positions; the recruitment, management, usage, and development of faculty staff, management cadre, public employees, and school workers; approving the organizational and operational regulations of the school;
- Recommending personnel to carry out the appointment process for the rector, vice-rector according to regulations; conducting annual performance evaluations of the rector, vice-rectors; proposing the competent authority to dismiss the rector or vice-rectors; organizing confidence votes for the rector or vice-rectors midway through the term or in the case of necessity;
- Requesting the rector to explain any unmet issues, incorrectly or insufficiently executed resolutions of the school council. If the school council disagrees with the rector's explanation, it shall report to the direct managing authority of the school;
- Organizing performance evaluations of the chairperson of the school council and council members periodically according to the school’s public employee performance evaluation schedule;
- Performing other responsibilities and authorities stipulated in the organizational and operational regulations of the College of Education;
- Recommending the competent authority to adopt, dismiss, or replace members of the school council;
- Periodically or unexpectedly reporting and explaining to the direct managing authority of the school, and to state education management authorities regarding the execution of the school council’s duties and authorities.
