Under Article 3 of the Working Policies for General Education Teachers issued together with Circular 28/2009/TT-BGDDT (amended by Clause 2, Article 1 of Circular 15/2017/TT-BGDDT):

Duties of a teacher

The duties of a teacher comply with the regulations in the on lower secondary school, upper secondary school and multi-level school charter; the Organization and Operation Regulations of boarding and semi-boarding ethnic secondary schools, specialized schools, and pre-university schools.

Referencing Article 27 of the lower secondary school, upper secondary school and multi-level school charter issued with Circular 32/2020/TT-BGDDT:

Duties of teachers

1. Organize teaching and educational activities according to education plans of the school and specialized teams; manage students in educational activities organized by the school; participate in professional activities; and take responsibility for educational quality and effectiveness.

2. Foster moral values, uphold spirit of responsibility, preserve virtues, honor and reputation of the teacher; display exemplary behaviors in front of students; love and treat students with fairness, and respect students' personalities; protect student's legitimate rights and interest; and cooperate with and support fellow teachers.

3. Learn and train continuously to improve their health, political qualifications, and professional qualifications and knowledge, reform teaching and educational methods.

4. Participate in refresher and training courses.

5. Take part in local universalization of lower secondary education.

6. Fulfill civic duties, comply with regulations of law and the education sector, and the principal’s decisions; perform duties assigned by the principal and be subject to inspection and assessment by the principal and education authorities.

7. Cooperate with the Ho Chi Minh Young Pioneer Organization, Ho Chi Minh Communist Youth Union, Vietnam Youth Federation, students’ families and relevant social organizations in educational activities.

8. Perform other duties as prescribed by law.

Thus, the newest duties of lower secondary school teachers include eight (8) duties as follows:

(1) Participate in refresher and training courses.

(2) Performing other duties as prescribed by law.

(3) Take part in local universalization of lower secondary education.

(4) Learn and train continuously to improve their health, political qualifications, and professional qualifications and knowledge, and reform teaching and educational methods.

(5) Cooperate with the Ho Chi Minh Young Pioneer Organization, Ho Chi Minh Communist Youth Union, Vietnam Youth Federation, students’ families and relevant social organizations in educational activities.

Annual working period and breaks

2. The working period of lower and upper secondary school teachers in a school year is 42 weeks, in which:

a) 37 weeks for teaching and educational activities according to the annual school year plan.

b) 03 weeks for studying and retraining to improve qualifications.

c) 01 week for preparing the new school year.

d) 01 week for summarizing the school year.

Thus, the working period of lower secondary school teachers will be 42 weeks, including:

What is the teaching quota for lower secondary school teachers?

Under Article 6 of the Working Policies for General Education Teachers issued together with Circular 28/2009/TT-BGDDT (supplemented by Clause 5, Article 1 of Circular 15/2017/TT-BGDDT):

Teaching lesson norm

The teaching lesson norm is the number of theoretical or practical lessons that each teacher must teach in a week. Specifically:

1. The teaching lesson norm for primary school teachers is 23 lessons, lower secondary school teachers is 19 lessons, and high school teachers is 17 lessons.

2. The teaching lesson norm for teachers at boarding ethnic secondary schools is 17 lessons for the lower secondary level, 15 lessons for the upper secondary level.

The teaching lesson norm for teachers at semi-boarding ethnic secondary schools is 21 lessons at the primary level, 17 lessons at the lower secondary level.

The teaching lesson norm for teachers at special schools/classes for disabled and handicapped students is 21 lessons at the primary level, 17 lessons at the lower secondary level.

2a. The teaching lesson norm for pre-university school teachers is 12 lessons.

3. A teacher acting as the leader of the Ho Chi Minh Young Pioneer Organization of a Grade I school teaches 2 lessons a week, a Grade 2 school teaches 1/3 of the teaching lesson norm, and a Grade 3 school teaches 1/2 of the teaching lesson norm of teachers of the same education level. The classification of schools follows current regulations.

Under the above regulations, lower secondary school teachers have a teaching lesson norm of 19 lessons/week.

For teachers at boarding ethnic secondary schools, the teaching lesson norm is 17 lessons at the lower secondary level.

The teaching lesson norm for teachers at special schools/classes for disabled and handicapped students is 17 lessons.

Thus, according to the above regulations, the teaching lesson norms for lower secondary school teachers is specifically divided as follows:

- For teachers at boarding ethnic secondary schools, the teaching lesson norm is 17 lessons at the lower secondary level.

The teaching lesson norm for teachers teaching disabled and handicapped students is 17 lessons.
