Principle [1]: Fairness to candidates
+ Regarding information provision: Every interested candidate will be provided with full, clear, reliable, and consistent information promptly, enabling them to make appropriate decisions and best prepare for the admissions process;
+ Regarding opportunities to apply: No candidate will lose the opportunity to apply due to regulations not related to their qualifications or abilities (except for specific regulations by the Ministry of Public Security and the Ministry of National Defense concerning defense and security fields); or due to cumbersome and costly application processes;
+ Regarding capability assessment: Candidates must be evaluated objectively, fairly, and reliably concerning their study potential and prospects for success, meeting the requirements of the training programs and disciplines;
+ Regarding admission chances: Candidates must be granted the highest opportunity to gain admission and the right to determine their preferred training programs and disciplines among those they qualify for;
+ Regarding commitment fulfillment: Educational institutions must fulfill their commitments to candidates, providing advice, support, and addressing complaints, safeguarding the legitimate rights of candidates in risky situations.

What are the regulations on candidates and eligibility requirements for applying for enrollment for full-time undergraduate programs in Vietnam?
Under Article 5 of the Regulation on Enrollment for full-time Undergraduate and College programs in Early Childhood Education, issued together with Circular 08/2022/TT-BGDDT, the candidates and eligibility requirements for applying for enrollment for full-time undergraduate programs in Vietnam are regulated as follows:
- Eligible candidates are determined at the time of admission (before officially announcing admission results), including:
+ Individuals recognized as graduating from upper secondary schools in Vietnam or possessing a graduation certificate from abroad, recognized as equivalent in level;
+ Individuals with an intermediate-level diploma in the same major applied for and have completed the required upper secondary education knowledge volume as per legal regulations.
- The eligible candidates stipulated in Clause 1, Article 5 of the Regulation on Enrollment for full-time Undergraduate and College programs in Early Childhood Education, issued together with Circular 08/2022/TT-BGDDT, must meet the following conditions:
+ Meet the minimum admission score as stipulated in Article 9 of the Regulation on Enrollment for full-time Undergraduate and College programs in Early Childhood Education, issued together with Circular 08/2022/TT-BGDDT;
+ Have sufficient health to study as per current regulations;
+ Provide full personal information and application as required.
- For a training program or major applying multiple enrollment methods simultaneously, the educational institution may specify the eligible candidates and conditions for each enrollment method but must adhere to the principles stipulated at Point b, Clause 1, Article 4 of the Regulation on Enrollment for full-time Undergraduate and College programs in Early Childhood Education, issued together with Circular 08/2022/TT-BGDDT.
- For disabled candidates with learning impairments, educational institutions will implement necessary measures and create the best conditions for candidates to register and pursue suitable study fields based on their health conditions.
