Who is eligible for direct admission to full-time undergraduate programs in Vietnam?

Under Article 8 of the Regulation on enrollment for full-time undergraduate and college programs for Early Childhood Education promulgated with Circular No. 08/2022/TT-BGDDT, those eligible for direct admission to full-time undergraduate programs include:

- Labor Heroes, Heroes of the People's Armed Forces, and National Emulation Fighters are eligible for direct admission into the programs specified by the universities;

- Individuals with high achievements in national or international exams, contests, or tournaments organized or nominated by the Ministry of Education and Training, the Ministry of Culture, Sports, and Tourism are eligible for direct admission in the year of high school graduation (or post-secondary graduation) into programs suitable to the exam subjects, contest topics, or the profession of the competition or winning; specifically in the following cases:

+ Candidates who win first, second, or third prizes in national, international competitions for excellent students or national, international scientific and technical contests organized or nominated by the Ministry of Education and Training; the winning time must not exceed 3 years from the time of direct admission consideration;

+ Candidates who win official prizes in international art contests for singing, dancing, music, and fine arts recognized by the Ministry of Culture, Sports, and Tourism; the winning time must not exceed 4 years from the time of direct admission consideration;

+ Candidates who are members of the national team competing in official international tournaments recognized by the Ministry of Culture, Sports, and Tourism as having completed their tasks, including World Championships, World Cups, Olympic Games, Asian Games (ASIAD), Asian Championships, Asian Cups, Southeast Asian Championships, Southeast Asian Games (SEA Games), Southeast Asian Cups; the winning time must not exceed 4 years from the time of direct admission consideration;

+ Candidates who win first, second, or third prizes in ASEAN and international skilled competitions nominated by the Ministry of Labor - Invalids and Social Affairs; the winning time must not exceed 3 years from the time of direct admission consideration.

What is the priority point applicable to Region I in Vietnam?

According to Point a, Clause 1, Article 7 of the Regulation on Enrollment for full-time Undergraduate and College programs in Early Childhood Education, issued together with Circular 08/2022/TT-BGDDT:

Priority policy in enrollment

1. Region-base Priority (according to Appendix I of the Regulations)

a) The priority points applied for Region I (KV1) is 0.75 points, rural Region II (KV2-NT) is 0.5 points, Region II (KV2) is 0.25 points; Region III (KV3) does not receive priority points;

b) Each candidate’s enrollment region is determined by the location of the school where they studied for the longest time during upper secondary education or post0-secondary programs ; if the study time (longest) in different regions is equivalent, it is determined by the region of the last school attended;

c) The following cases are eligible for priority based on residence:

- Students of ethnic boarding schools are entitled to state policies of priority and incentives as prescribed;

- Students with residence (during upper secondary education or post0-secondary programs) for more than 18 months in areas of Region III and areas with particularly disadvantaged villages belonging to ethnic and mountainous areas as prescribed by the Minister, Head of the Committee for Ethnic Affairs, and the Prime Minister of Vietnam; particularly disadvantaged areas in coastal and island regions; particularly disadvantaged areas, border areas, safe zones for the investment program of Program 135 (according to Decision No. 135/QD-TTg dated July 31, 1998, of the Prime Minister of the Government of Vietnam); particularly disadvantaged villages and communes in areas as prescribed by the Prime Minister of the Government of Vietnam if studying in upper secondary education or post0-secondary programs at locations in districts, townships, provincial cities with at least one particularly disadvantaged commune.

- Soldiers; officers, non-commissioned officers, conscripted soldiers in the People's Public Security forces sent for admission, if stationed for 18 months or more in any area, they are entitled to the priority of that area or based on residence before enlistment, depending on which area has higher priority; if stationed for 18 months or more in areas with different priority levels, they are entitled to priority in the area with the longest stationing time; if less than 18 months, they are entitled to area priority based on residence before enlistment;

d) From 2023, candidates will enjoy the area priority policy according to the regulations in the year of high school graduation (or post-secondary graduation) and the one following year.

Can successful candidates in Vietnam reserve matriculation results for the following year?

According to Article 10 of the Regulation on Enrollment for full-time Undergraduate and College programs in Early Childhood Education attached to Circular 08/2022/TT-BGDDT, there are regulations about reserving matriculation results as follows:

Reserve matriculation results

1. Candidates who have received the matriculation notice can reserve their matriculation results in the following cases:

a) Joining military service or participating in centralized youth volunteer service immediately in the year of matriculation according to the decision or order of a competent authority;

b) Suffering from a serious illness or severe accident that prevents timely enrollment, with medical records and confirmation from a competent medical authority.

2. Candidates under the provisions of Clause 1 must submit a reserving application along with supporting documents to the training institution calling for enrollment. The maximum reserving period is determined by the training institution, but not less than 3 years for those under point a, Clause 1 of this Article.

3. Once eligible to return to study, those with reserved matriculation results must complete the enrollment procedures as prescribed by the training institution, including providing proof of mission completion or recovery treatment. For cases stipulated in Clause 1 of this Article with a reserving period of 3 years or more, the training institution considers recommending admission to pre-university classes for review before official study.

Thus, candidates who have received the matriculation notice can reserve their matriculation results in the following cases:

- Joining military service or participating in centralized youth volunteer service immediately in the year of matriculation according to the decision or order of a competent authority;

- Suffering from a serious illness or severe accident that prevents timely enrollment, with medical records and confirmation from a competent medical authority.
