+ Regarding opportunities to apply: No candidate will lose the opportunity to apply due to regulations not related to their qualifications or abilities (except for specific regulations by the Ministry of Public Security and the Ministry of National Defense concerning defense and security fields); or due to cumbersome and costly application processes;
+ Regarding capability assessment: Candidates must be evaluated objectively, fairly, and reliably concerning their study potential and prospects for success, meeting the requirements of the training programs and disciplines;
+ Regarding admission chances: Candidates must be granted the highest opportunity to gain admission and the right to determine their preferred training programs and disciplines among those they qualify for;
+ Regarding commitment fulfillment: Educational institutions must fulfill their commitments to candidates, providing advice, support, and addressing complaints, safeguarding the legitimate rights of candidates in risky situations.
- Equality among educational institutions
+ Regarding cooperation: Educational institutions should cooperate equally to enhance the quality and effectiveness of the admission process while bringing the best benefits to candidates;
+ Regarding competition: Educational institutions should compete honestly, fairly, and healthily in the admissions process according to competition law.
- Transparency to society
+ Regarding information transparency: Educational institutions are responsible for publicly announcing full, clear, and prompt admission information through suitable media for public and regulatory oversight;
+ Regarding accountability: Educational institutions are obliged to report upon request by regulatory agencies and explain issues of great concern to the public in a suitable manner.
What are the regulations on announcing matriculation results and confirming school admission for successful candidates in Vietnam?
Under Article 21 of the Regulation on Enrollment for full-time Undergraduate and College programs in Early Childhood Education issued together with Circular 08/2022/TT-BGDDT, the guidelines for announcing results and confirming school admission are stipulated as follows:
Announcement of results and confirmation of school admission
1. Educational institutions send an matriculation notice to successful candidates, clearly indicating the necessary procedures for school admission and the method of school admission for the candidates.
2. Candidates confirm school admission online through the system before school admission at the educational institution.
3. For those who do not confirm school admission within the stipulated time frame:
a) If there is no valid reason, it is considered that the candidate has declined admission and the educational institution has the right not to accept them;
b) If due to illness, accidents, certified by district-level hospitals or higher, or due to natural disasters, certified by district-level People's Committees or higher, the educational institution will consider accepting the candidate or deferring their admission to a later date;
c) If due to errors or mistakes by the admission staff or the candidate themselves, the educational institution will actively cooperate with relevant individuals and organizations to review the evidence and decide on admitting the candidate or deferring their admission to a later date.
4. Candidates who have confirmed enrollment at one educational institution are not permitted to participate in admissions elsewhere or in supplementary phases, except when allowed by the educational institution.
