+ Applicants to choose the institution, major, training program, and admission method suitable to their capacity, interests, and personal conditions; prepare the conditions to participate in the recruitment process and perform the steps according to the institution's admission plan;
+ State management agencies and society to supervise compliance with laws and commitments to learners of the institution in the admission and training work.
- The main contents of the enrollment scheme include:
+ Information introducing the educational institution, its majors, and training programs, including the decision to open majors, training languages, faculty members, study and research conditions, graduation diplomas, quality accreditation results, the graduation rate (over total enrollment) and the employment rate consistent with the professional level of graduates;

a) Joining military service or youth volunteer services immediately in the year of admission as per decision or order of the competent authority;
b) Suffering from serious illness or severe accidents preventing timely school admission, with medical records and certification from the competent medical authority.
2. Candidates falling into the cases specified in clause 1 must send a reserveral request along with evidence to the training institution for school admission. The maximum reserveral period is determined by the training institution, but not less than 3 years for those specified in point a clause 1 of this Article.
3. As soon as the conditions for returning to study are met, those with reservered matriculation results must carry out the school admission procedures as stipulated by the training institution, including providing evidence of completing tasks or recovery from treatment. For cases specified in clause 1 of this Article with a reserveral period of from 3 years and above, the training institution may consider introducing the candidate to attend preparatory courses before official studies.
