The minimum admission score, also referred to as the threshold for ensuring entrance quality, and the cut-off, also known as the passing score, are defined as follows in Article 2 of Circular 08/2022/TT-BGDDT:

The threshold for ensuring entrance quality is the minimum requirement in terms of academic ability, as demonstrated by academic results, exam results, and evaluations to ensure that candidates can pursue and complete the training program.

The passing score (for a group of majors, a major, or a training program) is the minimum admission score at which candidates (who have registered their aspirations for that major or training program) meet or exceed to be eligible for admission.

In other words: Candidates must have a score (exam score + bonus points) that meets or exceeds the minimum admission score to be considered for aspirations; candidates must have a score (exam score + bonus points) that meets or exceeds the passing score to be admitted.

What are the regulations on publishing enrollment targets by universities in Vietnam in 2024?

The principles for determining enrollment targets of universities are regulated in Clause 3, Article 4 of Circular 03/2022/TT-BGDDT amended by Clause 3, Article 1 of Circular 10/2023/TT-BGDDT as follows:

Principles for determining enrollment targets

1. Training institutions determine enrollment targets for college-level Early Childhood Education, undergraduate, master's, and doctoral programs according to the provisions of this Circular and current legal regulations; publicly announce, take responsibility before the law, and account for the determination of enrollment targets, conditions ensuring the quality of training, and commitment to output standards to meet societal needs of the training institution, while being subject to supervision by regulatory and societal agencies.

2. Enrollment targets are determined annually and independently by each training level. Based on the quotas determined by each training level, the training institution must publicly announce the determined enrollment targets by major/group of majors in the enrollment scheme and plan, and account before society and the direct regulatory agency.

3. Eenrollment targets of universities are determined by each major, group of majors, and must ensure that the actual training scale of the field does not exceed the training capacity. Enrollment targets for  teacher training enrollment targets are determined by each training major, ensuring that the actual training scale of the major does not exceed the training capacity.

Who are priory subjects in admission to full-time undergraduate programs in Vietnam?

Appendix 2 of Circular 08/2022/TT-BGDDT stipulates the priory subjects in admission to full-time undergraduate programs in Vietnam in 2024 as follows:

Priority Group Description, Conditions
Group UT1  
01 Vietnamese citizens belonging to an ethnic minority with a permanent residence for over 18 months during high school or intermediate level in Area 1.
02 Workers directly involved in production who have worked continuously for 5 years or more, including at least 2 years recognized and awarded as emulation soldiers by the provincial level or higher.
03 - Wounded soldiers, sick soldiers, those with a “Certificate of enjoying policies like wounded soldiers;”

- Military personnel; officers, non-commissioned officers, conscripted soldiers in the People's Public Security sent to study with 12 or more months of service in Area 1;

- Military personnel; officers, non-commissioned officers, conscripted soldiers in the People's Public Security sent to study with 18 or more months of service;

- Military personnel; officers, non-commissioned officers, conscripted soldiers in the People's Public Security discharged, recognized as having completed service according to regulations.
04 - Relatives of martyrs;

- Children of wounded soldiers, sick soldiers, and those enjoying policies like wounded soldiers with a reduced labor capacity of 81% or more;

- Children of individuals who participated in the resistance affected by toxic chemicals with a reduced labor capacity of 81% or more;

- Children of Heroes of the People's Armed Forces;

Children of Labor Heroes during the resistance period;

- Children of individuals affected by deformities, disabilities due to the consequences of toxic chemicals receiving monthly allowances.
Group UT2  
05 - Youth volunteers sent to study;

- Military personnel; officers, non-commissioned officers, conscripted soldiers in the People's Public Security sent to study with under 12 months of service in Area 1 and under 18 months in other areas;

- Chief, Deputy Chief of the commune-level military command;

Hamlet leaders, Core Militia Subunit Leaders, Core Militia who have completed the core militia duty for 12 or more months, applying to the local military sector.

The maximum period of enjoying the priority is 18 months from the discharge decision to the application date.
06 - Vietnamese citizens belonging to an ethnic minority with a permanent residence outside of areas previously specified for subject 01;

- Children of wounded soldiers, sick soldiers, those enjoying policies like wounded soldiers with labor capacity reduction under 81%;

- Children of individuals who participated in the resistance affected by toxic chemicals with a labor capacity reduction under 81%.
07 - Severely disabled individuals with a disability certificate issued by competent authorities according to Inter-Ministerial Circular 37/2012/TTLT-BLDTBXH-BYT-BTC-BGDDT on determining the level of disability conducted by the Disability Identification Council;

- Distinguished workers from all economic sectors certified as skilled workers, and artisans, awarded the Creative Labor Medal or Badge by the Vietnam General Confederation of Labor or the Central Committee of the Ho Chi Minh Communist Youth Union;

- Teachers who have taught for 3 or more years applying to teacher training majors;

- Medics, pharmacists, orderlies, nurses, midwives, technicians, those with a secondary-level Pharmacy degree who have worked for 3 or more years applying to the corresponding heath sector major.
