The minimum admission score, also referred to as the threshold for ensuring entrance quality, and the cut-off, also known as the passing score, are defined as follows in Article 2 of Circular 08/2022/TT-BGDDT:
The threshold for ensuring entrance quality is the minimum requirement in terms of academic ability, as demonstrated by academic results, exam results, and evaluations to ensure that candidates can pursue and complete the training program.
The passing score (for a group of majors, a major, or a training program) is the minimum admission score at which candidates (who have registered their aspirations for that major or training program) meet or exceed to be eligible for admission.
In other words: Candidates must have a score (exam score + bonus points) that meets or exceeds the minimum admission score to be considered for aspirations; candidates must have a score (exam score + bonus points) that meets or exceeds the passing score to be admitted.

What are the regulations on publishing enrollment targets by universities in Vietnam in 2024?
The principles for determining enrollment targets of universities are regulated in Clause 3, Article 4 of Circular 03/2022/TT-BGDDT amended by Clause 3, Article 1 of Circular 10/2023/TT-BGDDT as follows:
Principles for determining enrollment targets
1. Training institutions determine enrollment targets for college-level Early Childhood Education, undergraduate, master's, and doctoral programs according to the provisions of this Circular and current legal regulations; publicly announce, take responsibility before the law, and account for the determination of enrollment targets, conditions ensuring the quality of training, and commitment to output standards to meet societal needs of the training institution, while being subject to supervision by regulatory and societal agencies.
2. Enrollment targets are determined annually and independently by each training level. Based on the quotas determined by each training level, the training institution must publicly announce the determined enrollment targets by major/group of majors in the enrollment scheme and plan, and account before society and the direct regulatory agency.
3. Eenrollment targets of universities are determined by each major, group of majors, and must ensure that the actual training scale of the field does not exceed the training capacity. Enrollment targets for teacher training enrollment targets are determined by each training major, ensuring that the actual training scale of the major does not exceed the training capacity.

Appendix 2 of Circular 08/2022/TT-BGDDT stipulates the priory subjects in admission to full-time undergraduate programs in Vietnam in 2024 as follows:
