Under Article 7 Regulation 124-QD/TW of 2023, the procedures for year-end review by communist party members in Vietnam will be conducted as follows:
Year-end review by communist party members in Vietnam:
(1) Preparation for review
- The head directly instructs the preparation of the collective review report and gathers opinions and feedback from relevant collectives and individuals.
- Individuals prepare a self-review report based on stipulated content.
- Superiors suggest review for collectives and individuals according to management level when necessary.
(2) Location for review
- CPV cells, organizations, leadership collectives, and management execute self-criticism and criticism reviews at their respective levels.
- Communist party members will review in the CPV cell where they participate.
- leading and managerial cadres primarily conduct a review in two places (in the CPV cell where they participate and in the leadership collective at their workplace); the quality assessment and grading of communist party members are done in the CPV cell, while the assessment and grading of officials, and public employees occur where they hold the highest positions. For officials holding multiple leading and managerial positions, the review must additionally occur in other locations as per regulations.
(3) Sequence of review
- For the review of leadership collectives and individuals: review the collective first, followed by the individual; the head first, then deputies and other members; leading and managerial collectives of governments, specialties, and groups first, CPV cells, and organizations after.
- For communist party members holding leading and managerial positions: review in the CPV cell first, then in the leading and managerial collective.

Under clause 2 of Article 10 Regulation 124-QD/TW of 2023, the criteria for assessment of the quality of communist party members who are teachers in Vietnam include:
- Criteria regarding political ideology; moral quality, lifestyle; organizational discipline awareness; maintaining internal unity; compliance with organizational assignments; adherence to communist party member prohibitive regulations; responsibility, manner, work style, methodology; anti-corruption, wastefulness, negativity, political ideology, morality, lifestyle degeneration, "self-evolution," "self-transformation"; the extent of fulfilling commitments to self-improvement and striving annually.
- Criteria regarding the results of duties and responsibilities performed during the year (quantified by specific products); competence, reputation; exemplary responsibility, model conduct of oneself and those with familial relations.
- Results of overcoming identified limitations, weaknesses, deficiencies.
What are the procedures for assessment and grading of the quality of communist party members who are teachers in Vietnam?
According to clause 2 Article 11 Regulation 124-QD/TW 2023, the assessment and grading of the quality of communist party members who are teachers in Vietnam are conducted as follows:
- Step 1: Collectives and individuals self-assess and grade
Based on the grading criteria, each organization, collective and individual shall self-analyze the quality and grade it into 1 of 4 levels as prescribed in Article 12 of Regulation 124-QD/TW 2023.
- Step 2: Appraise and propose the quality level
On the basis of the results of internal assessment and grading of collectives and individuals and opinions of relevant agencies, the advisory agency on personnel and organization appraises and proposes quality level.
- Step 3: The competent authority decides on the quality level.
For collectives and individuals, after obtaining the results of quality assessment and grading, if there are applications, letters of complaint or denunciation, signs of violation of Party discipline, State laws, internal disunity, the supervisory CPV committee shall directly direct the inspection and verification, appraisal and review of assessment and grading results.
What actions are taken in cases where communist party members who are teachers in Vietnam fail to comply with the review requirements?

The supervisory CPV committee is responsible for directing, monitoring, guiding, inspecting, supervising, accrediting review results of subordinates according to personnel management hierarchy; promptly suggesting review for related organizations and individuals; requiring subordinates to re-review when content requirements according to regulations are not met.
Thus, teachers being communist party members in Vietnam who fail to comply with the review requirements must rereview as directed by the supervisory CPV committee.
