What is the process for selecting the Grade 4 Informatics textbook in education and training institutions in Vietnam?
According to Article 7 of Circular 27/2023/TT-BGDDT, the process for selecting the Grade 4 Informatics textbook in education and training institutions in Vietnam is as follows:
Step 1: The Council develops a plan for organizing the selection of textbooks in the education and training institution and assigns tasks to Council members.
Step 2: Organize the selection of textbooks at the professional team:
- Based on the Council's plan and textbook selection criteria, the head of each professional team develops a plan for organizing the selection of textbooks for each subject within their group and reports to the head before implementation; organizes for all subject teachers in the education and training institution (including regular teachers, contracted teachers, dispatched teachers, guest lecturers, and inter-school teachers) to participate in selecting textbooks for that subject;
- No later than 20 days before the first meeting of the professional team, the head of the professional team organizes for subject teachers to review all textbooks of the subject, and write evaluations of each textbook against the selection criteria;
- The head of the professional team organizes a meeting with all subject teachers to discuss, vote, and select one (1) textbook for that subject.
In cases where a subject has only one textbook approved by the Vietnam Minister of Education and Training, the professional team selects that textbook without a vote.
The selected textbook must receive more than half of the votes from the subject teachers.
If no textbook receives more than half of the votes, the professional team must discuss and vote again; the selected textbook is the one with the highest number of votes in the second round.
If in 02 votes, more than one textbook receives the highest and equal votes, the head of the professional team decides which one to select.
Meeting minutes of the professional team should detail all comments and evaluations from teachers, signed by the head of the professional team and the person assigned to take the minutes;
- The head of the professional team compiles the results, creates a list of selected textbooks signed by the head and the person assigned to compile the list.
Step 3: The Council meets to discuss and evaluate the textbook selection process of the professional teams; verifies the meeting minutes of the professional teams and evaluation forms of the teachers in accordance with Clause 2, Article 7 of Circular 27/2023/TT-BGDDT; compiles the results into a report (including evaluations of the selection process and a list of selected textbooks from the professional teams), signed by the Council Chair and Secretary.
Step 4: The Council proposes the list of selected textbooks to the head of the education and training institution under the regulations in Circular 27/2023/TT-BGDDT.
Step 5: The education and training institution prepares the selection dossier and submits it to the Division of Education and Training (for primary and lower secondary levels) and the Provincial Department of Education and Training (for upper secondary levels).
Do pupils start learning Informatics from Grade 4 under the latest General Education Curriculum in Vietnam?
Under sub-item 1, item 4 of the General Education Curriculum issued along with Circular 32/2018/TT-BGDDT, Informatics is taught starting from Grade 3.
According to Official Dispatch 816/BGDDT-GDTH in 2022, implementing the General Education Curriculum as per Circular 32/2018/TT-BGDDT, Informatics became a mandatory subject starting from Grade 3 of the 2022-2023 academic year.
Thus, according to the latest General Education Curriculum, students begin learning Informatics from Grade 3.
