Under Article 3 of the Regulations on working policies for general education teachers issued together with Circular 28/2009/TT-BGDDT (amended by Clause 2, Article 1 of Circular 15/2017/TT-BGDDT), the duties of teachers are regulated as follows:
Duties of a teacher
The duties of a teacher comply with the regulations in the on lower secondary school, upper secondary school and multi-level school charter; the Organization and Operation Regulations of boarding and semi-boarding ethnic secondary schools, specialized schools, and pre-university schools.
Article 4 of the Regulations on working policies for general education teachers issued together with Circular 28/2009/TT-BGDDT stipulates the duties of homeroom teachers as follows:
(1) Learn and understand students in the class in all aspects to devise educational measures suitable for each individual to promote the progress of each student and the entire class;
(2) Closely coordinate with students' families, proactively cooperate with subject teachers, the Ho Chi Minh Communist Youth Union, the Ho Chi Minh Young Pioneer Organization, and other related socio-political, socio-professional organizations, and social organizations in teaching and educating students in the class under their charge;
(3) Comment, evaluate, and grade students at the end of each semester and academic year, propose rewards and disciplinary actions for students, suggest the list of students to be promoted to the next grade, the list of students who need to retake exams, students who need further conduct training during the summer vacation, and students who need to repeat the grade; complete the recording in the student scorebooks and student records;
(4) Participate in guiding collective activities, educational and training activities for students organized by the school;
(5) Report regularly or irregularly on the class situation to the Principal.
According to the above regulations, the current duties of homeroom teachers are not stipulated in Circular 32/2020/TT-BGDDT. Circular 32/2020/TT-BGDDT only stipulates the duties of lower secondary school teachers in general.
*Note: A homeroom teacher in a lower secondary school must also perform the duties of a teacher as stipulated in Article 3 of the Regulations on working policies for general education teachers issued together with Circular 28/2009/TT-BGDDT (amended by Clause 2, Article 1 of Circular 15/2017/TT-BGDDT).

Administrative levels of organization, cycle, and participants of the contest
1. The school-level, district-level, and provincial-level contest for excellent teachers and excellent homeroom teachers:
a) The school-level contest is organized every 2 years by the school. Participants are teachers working at the organizing school;
b) The district-level contest is organized every 2 years by the district Division of Education and Training. Participants are teachers working at preschools, primary schools, and lower secondary schools within the district (or township, provincial city) organizing the contest;
c) The provincial-level contest is organized every 4 years by the Department of Education and Training. Participants are teachers working at preschools and general education institutions within the province or municipality organizing the contest.
2. The number of teachers participating in the school, district, and provincial-level contests for excellent teachers and excellent homeroom teachers is decided by the principal of preschools, primary schools, nursery schools, and children's groups, the head of the general education institution, the head of the Division of Education and Training, and the director of the Department of Education and Training, ensuring suitability with actual conditions, facilities, and local annual budget.
3. The head of the Division of Education and Training specifies the number of preschool teachers participating in the school-level contest for independent children's groups and classes.
Therefore, the excellent homeroom teacher contest is organized at school, district, and provincial levels with specific conditions for each level.
