c) Capability assessment: Candidates must be objectively, fairly, and reliably assessed on their academic abilities and potential success to meet the requirements of the program and field of study;
d) Admission opportunity: Candidates should have the highest opportunity to be admitted and the right to determine preferred fields and programs they qualify for;
đ) Fulfillment of commitments: Training institutions must fulfill their commitments to candidates; provide advice, support, and address complaints to protect candidates' legitimate rights in cases of risk.
2. Equality among training institutions
a) Cooperation: Training institutions should cooperate on equal terms to improve the quality and efficiency of enrollment, bringing the best benefits to candidates;
b) Competition: Training institutions should engage in honest, fair, and healthy competition in enrollment according to the law on competition.
3. Transparency to Society
a) Regarding information transparency: Educational institutions are responsible for publicly announcing full, clear, and prompt admission information through suitable media for public and regulatory oversight;
b) Regarding accountability: Educational institutions are obliged to report upon request by regulatory agencies and explain issues of great concern to the public in a suitable manner.
Thus, transparency to society is one of the basic principles for enrollment for full-time undergraduate programs in Vietnam that schools must specifically adhere to:

In Vietnam, when is the time for confirmation of school admission in 2024?
Under Decision 1139/QD-BGDDT in 2024 regarding the implementation plan for enrollment for full-time Undergraduate and College programs in Early Childhood Education in 2024:
- The deadline for announcing successful candidates in the first phase of enrollment for full-time undergraduate programs in 2024 is no later than 5:00 PM, August 19, 2024.
- The deadline for online confirmation of school admission for the first phase on the system: No later than 5:00 PM, August 27, 2024.
Simultaneously, under Subsection 8 of Section 1 in Official Dispatch 1957/BGDDT-GDDH 2024, the timeline for confirming school admission for successful candidates in 2024 is as follows:
- For candidates admitted under direct admission policies, from July 22, 2024, to 17:00 on July 31, 2024, candidates can confirm school admission on the common admission support system (those who have confirmed admission cannot continue registering for aspirations unless permitted by the head of the training institution for non-school admission).
In case direct admission is confirmed, candidates can continue to register aspirations on the common admission support system or the national public service portal like other candidates to be considered by the training institutions. If selected, candidates will confirm school admission according to the general schedule;
- No later than 17:00 on August 27, 2024, all admitted candidates must complete online admission confirmation for the first phase on the System.
Thus, the expected time for school admission for full-time undergraduate programs in Vietnam nationwide for the 2024-2025 academic year will be after August 27, 2024. The specific school admission time will be decided by each university according to its plan.
*Note: This is the school admission time for candidates applying for admission by the High School Graduation Exam results in 2024. For candidates applying for admission by education records, some universities have already allowed candidates to conduct school admission earlier.
