What are the regulations on the admission and processing of aspirations used for admission to full-time undergraduate programs in Vietnam?
According to Article 20 of the Regulation on Enrollment for full-time Undergraduate and College programs in Early Childhood Education issued together with Circular 08/2022/TT-BGDDT, the admission and processing of aspirations used for admission to full-time undergraduate programs at Ho Chi Minh City University of Education will be conducted as follows:
- Training institutions autonomously organize admission based on their own methods and criteria, or voluntarily coordinate in groups to organize admission based on common methods and criteria. The Ministry of Education and Training guides the admission schedule and supports the processing of aspirations on the system.
- After the registration period for aspirations on the system ends, training institutions download information and data from the system to serve admission, including data on registered aspirations and graduation exam results, academic results of those candidates applying to the training institutions through various admission methods.
- Admission Principles
+ The matriculation scores are determined to recruit the number of students for each major, training program in line with the announced quotas, but not lower than the entry threshold;
+ For a training major (or a training program) under a method and subject combination, all candidates are equally considered based on the admission scores regardless of the priority order of the registered aspirations, except in specified cases;+ In case multiple candidates have the same admission scores at the end of the list, the training institution may use additional criteria such as the order of aspirations (to select those with higher priority aspirations);
+ The use of regional and target preference points to ensure uniformity and consistency with the preference point regulations stipulated in Article 7 of the university admission and preschool education college admission regulations issued together with Circular 08/2022/TT-BGDDT.
- After each admission cycle, the training institution uploads to the system a list of candidates deemed to meet the admission conditions for the majors, and training programs (according to various admission methods). The aspiration processing system will automatically exclude the lower aspirations of candidates who meet the conditions for multiple aspirations, returning the list of candidates who are deemed to meet the highest aspirations.
- Based on the aspiration processing results, the training institution repeats the admission process in the subsequent cycle, adjusting the matriculation scores to match the quotas within the stipulated period. In the final cycle, the training institution determines the matriculation scores for the training majors and programs (according to various admission methods) and uploads to the system the (official) list of candidates deemed to meet the conditions. Based on the final aspiration processing results, the training institution decides the list of candidates admitted to the training majors and programs.
- The training institution announces the matriculation scores (and additional conditions and criteria if any) to the training majors and programs according to various admission methods; organizes for candidates to check their admission results on the web portal of the training institution (or the group of training institutions coordinating in admission).
