What are the current salary coefficients for teachers at all levels?
According to the guidance in 04 Circulars of the Ministry of Education and Training of Vietnam including Circular 01/2021/TT-BGDDT, Circular 02/2021/TT-BGDDT, Circular 03/2021/TT-BGDDT, Circular 04/2021/TT-BGDDT and amended by Circular 08/2023/TT-BGDDT, the current salary coefficients for teachers at various levels are as follows:

What is the current statutory pay rate used to calculate the salary for teachers?
According to Article 3 of Decree 73/2024/ND-CP of Vietnam's Government, the statutory pay rate used to calculate the salary for teachers is as follows:
Statutory pay ate
1. The statutory pay rate is used as a basis to:
a) Calculate the salary in the salary tables, allowance levels, and implement other policies according to the provisions of the law for the subjects stipulated in Article 2 of this Decree;
b) Calculate operational expenses, living expenses according to the provisions of the law;
c) Calculate deductions and benefits based on the statutory pay rate.
2. From July 1, 2024, the statutory pay rate is 2,340,000 VND/month.
3. For agencies and units currently applying special financial and income mechanisms at the central level: Continue to retain the difference between the salary and additional income in June 2024 of officials and public employees and the salary from July 1, 2024, after the amendment or abolition of special financial and income mechanisms. During the period that these mechanisms have not been amended or abolished, implement the monthly salary and additional income based on the statutory pay rate of 2,340,000 VND/month according to the special mechanism starting from July 1, 2024, ensuring not to exceed the salary and additional income enjoyed in June 2024 (excluding the difference due to salary coefficient adjustments upon rank upgrade or step increase). If according to this principle, the salary and additional income from July 1, 2024, according to the special mechanism, are lower than the salary according to the general regulations, then implement the salary policies according to the general regulations.
4. The Government of Vietnam adjusts the statutory pay rate after reporting to the National Assembly for consideration and decision, suitable to the state budget's capacity, consumer price index, and economic growth rate of the country.
The statutory pay rate used to calculate the salary for teachers is currently 2,340,000 VND. Of which, the statutory pay rate is used as a basis to:
- Calculate the salary in the salary tables, allowance levels, and implement other policies according to the provisions of the law for the subjects stipulated in Article 2 of Decree 73/2024/ND-CP;
- Calculate operational expenses, living expenses according to the provisions of the law;
- Calculate deductions and benefits based on the statutory pay rate.
What components are included in the total income of a teacher?
On June 21, 2024, the Central Executive Committee issued Conclusion 83-KL/TW in 2024 on salary reform, adjustment of pensions, social insurance benefits, preferential allowances for people with meritorious services, and social allowances from July 1, 2024.
The content of the conclusion of the Central Executive Committee records 2 important aspects of the income of officials and public employees (including teachers who are public employees) in the public sector:
- Implement the adjustment of the statutory pay rate from 1.8 million VND to 2.34 million VND (up 30%) from July 1, 2024.
- Implement bonus policies from July 1, 2024 (bonus fund equal to 10% of the basic salary fund).
Thus, from July 1, 2024, the income of teachers includes:
Salary + Bonus + Allowance (if any) + Additional Income (if any) |
In which:
- Salary = salary coefficient x statutory pay rate
- Bonus: Bonus policy from July 1, 2024 (bonus fund equal to 10% of the basic salary fund) determined by the head of the agency/unit based on the evaluation and ranking of the work completion level of the salary recipient.
- Allowance: Allowance regime remains unchanged as per current regulations.
- Additional Income (if any): Due to the expansion of the pilot application of additional salary for some localities when meeting conditions as per the policy in Resolution 27-NQ/TW in 2018.
