What are the continuous education diplomas and certificates in Vietnam?
Under Article 15 of the Regulation on the Organization and Operation of Centers for Continuing Education issued with Circular 10/2021/TT-BGDDT, learners in continuous education are granted the following types of diplomas and certificates:
- Learners who complete the illiteracy program and meet the requirements set by the Minister of Education and Training are recognized for completing the illiteracy program.
- Learners who complete the lower secondary continuing education program and meet the requirements specified by the Minister of Education and Training are granted a lower secondary school graduation diploma by the head of the educational authority of the district-level People's Committee.
- Learners who complete the upper secondary continuing education program and meet the requirements specified by the Minister of Education and Training are eligible to take the examination. If they pass, they are granted an upper secondary diploma by the head of the educational authority of the provincial-level People's Committee. Those who do not take or do not pass the examination are granted a certificate of completion of the upper secondary education program by the head of the continuing education center.
- Learners who complete a training program and meet the output standards for a training level as per the National Qualifications Framework of Vietnam are granted a diploma corresponding to the training level.
- Learners who complete retraining courses under different forms and meet the conditions specified by the Ministry of Education and Training are eligible to take the examination. If they pass according to the output standards of the educational program, they are granted a certificate corresponding to the course completed.
- For foreign language and informatics training programs to issue national education system certificates, the Center organizes examinations and issues foreign language and informatics certificates under the Ministry of Education and Training’s regulations upon meeting the organizational requirements for said examinations.
- Learners who complete short-term refresher courses at the Center are eligible to undergo assessments. If they meet the program’s objectives, they are issued a certificate of course completion corresponding to the completed program by the Center’s director.

According to Article 13 of the Regulation on the Organization and Operation of Centers for Continuing Education, as stipulated in Circular 10/2021/TT-BGDDT:

1. Learners in the lower secondary and upper secondary continuing education programs are divided into classes. Each class has a homeroom teacher, a class president, vice presidents, and students. The class president and vice presidents are elected by the students at the beginning of each academic year or after each semester. Students have the autonomy to discuss and participate in planning the activities of the class with the support of teachers. The maximum class size for lower and upper secondary levels is 45 students per class.
2. The forms of learning of continuing education programs at the Center include working and studying simultaneously, distance learning, self-learning, guided self-learning, and other forms of learning based on the learners’ needs. Distance learning and guided self-learning are carried out according to specific regulations of the Ministry of Education and Training.
Thus, learners in continuous education can pursue the following forms of learning:
- Working and studying simultaneously;
- Distance learning;
- Self-learning, guided self-learning, and other forms of learning based on the learners’ needs.
- Distance learning and guided self-learning shall follow specific regulations of the Ministry of Education and Training.

2. Eligible candidates for lower and upper secondary education
a) Candidates eligible for the lower secondary continuing education program are those who have completed the primary education program or the illiteracy program. Candidates for the upper secondary continuing education program are those who have graduated from lower secondary school.
b) For candidates entering non-entry-level classes, those with student records indicating satisfactory academic performance and promotion to the next grade level are arranged by the Center to the appropriate subsequent class.
3. Candidates for other programs are admitted by the Center based on the learners' needs and the Center’s capacity to meet teaching and learning conditions.

- Candidates eligible for the lower secondary continuing education program are those who have completed the primary education program or the illiteracy program.
