According to Section 1, Chapter 3 Circular 15/2021/TT-BLDTBXH, training activities in colleges include the following contents:

- Academic discipline/field of study and the organization of classes

- Program and course books

- Enrolment, organization and management of training

- Bookkeeping system and forms used for management of vocational education activities; tests, exams, assessment of learning outcomes and graduation

- Issuance and management of level 5 of VQF Advanced Diplomas, Level 4 of VQF Diplomas, elementary certificates and training certificates.

- Vocational education quality assessment and training quality assurance

What are the regulations on academic discipline/field of study and the organization of classes in colleges in Vietnam?

According to Article 27 Circular 15/2021/TT-BLDTBXH, the academic discipline/field of study and the organization of classes are regulated as follows:

- Junior colleges may provide training in collegial, intermediate and elementary-level academic disciplines/fields of study as prescribed in the Government’s regulations on conditions of investment and operations in terms of vocational education, and develop continuing training curriculums as prescribed in Points a, b, c, and d Clause 1 Article 40 of the Law on Vocational Education 2014 according to the requirements of the labor market.

- The organization of classes according to vocational education training programs shall comply with regulations of the Minister of Labour - Invalids and Social Affairs.

What are the regulations on training program and course books in colleges in Vietnam?

According to Article 28 Circular 15/2021/TT-BLDTBXH, the training program and course books in colleges are regulated as follows:

- Under regulations of the Minister of Labour - Invalids and Social Affairs on the minimum amount of knowledge and requirements for graduates’ competence applied to each discipline/field of study of each training level; procedures for formulation, assessment, and issuance of training curriculums at collegial, intermediate and elementary levels; continuing training curriculums, junior colleges shall compile, choose and approve training curriculums at collegial, intermediate and elementary levels by each academic discipline/field of study and continuing training curriculums for use as their training programs.

- Each junior college shall make regular reviews, update and add training curriculums, textbooks, course books, materials, teaching materials in conformity with technique and technology for production, trade and services.

- The junior college shall compile or choose textbooks and course books and approve them for use as teaching and learning materials. 

Each textbook/course book must specify requirements for knowledge and skills in each module, credit and subject in the training curriculum and facilitate active teaching methods.

What are the regulations on enrolment, organization, and management of training in colleges in Vietnam?

According to Article 29 Circular 15/2021/TT-BLDTBXH, the enrolment, organization, and management of training in colleges in Vietnam are conducted as follows:

- Each junior college shall autonomously determine enrollment targets and make annual enrolment plans on the basis of the demand for human resources directly engaging in production, trade and services of different sectors and local areas and the training capacity of the college

- Junior colleges are only eligible for enrolment and provision of training at collegial, intermediate and elementary levels after obtaining certificates of registration of vocational education activities, certificates of registration of additional vocational education activities (if any) issued by General Department of Vocational Education.

- Junior colleges shall provide and manage vocational education training courses in conformity with training objectives and programs; give continuing and joint training courses; enable learners to study, practice, and join as apprentices at enterprises according to contents of training programs prescribed by the Minister of Labour- Invalids and Social Affairs.

Junior colleges shall organize practical training courses in the health sector and other majors and professions according to the Government’s regulations

- Junior colleges shall organize and manage joint training programs with foreign countries in accordance with the Government's regulations on foreign cooperation and investment in the field of vocational education.

- Junior colleges shall cooperate with higher education institutions in part-time training at university level and continuing education training from collegiate or intermediate level to university level in accordance with the Law on Higher Education 2012 and its guiding documents;

- Junior colleges shall organize the teaching of mandatory high school knowledge for learners who have middle school diplomas and are participating in intermediate level programs in accordance with the Law on Education 2019 and its guiding documents They shall run continuing education programs at high school level after obtaining permission of the education authority

- Junior colleges shall cooperate with vocational - continuing education centers and continuing education centers in providing continuing education programs at high school level in accordance with regulations of the Law on Education 2019 and its guiding documents.

What are the other training activities in colleges in Vietnam?

Additional training activities in colleges include the following:

***Bookkeeping system and forms used for management of vocational education activities; tests, exams, assessment of learning outcomes and graduation (**According to Article 30 Circular 15/2021/TT-BLDTBXH)

- Junior colleges shall use the bookkeeping system and forms in management of vocational education training programs according to regulations of the Minister of Labour –Invalids and Social Affairs;

- Junior colleges shall organize tests and exams and evaluate learning outcomes, practice, self-improvement and participation in social activities of learners; give tests and exams and make consideration and recognize graduation for learners of vocational education training programs according to regulations of the Minister of Labour – Invalids and Social Affairs.

***Issuance and management of level 5 of VQF Advanced Diplomas, Level 4 of VQF Diplomas, elementary certificates and training certificates (**According to Article 31 Circular 15/2021/TT-BLDTBXH)

-  Junior colleges shall manage and issue level 5 of VQF Advanced Diplomas, Level 4 of VQF Diplomas and elementary certificates to learners after they graduate from the corresponding vocational education training level; manage and issue certificates to learners after they finish continuing education training programs (excluding training programs for obtainment of level 5 of VQF Advanced Diplomas, Level 4 of VQF Diplomas and elementary certificates in the form of continuing education) in accordance with regulations of the Minister of Labour –Invalids and Social Affairs.

- Junior colleges shall manage and issue certificates of completion of upper secondary school programs to learners who have middle school diplomas and are participating in intermediate-level training after the process of learning and examination in accordance with the Law on Education 2019 and guiding documents.

***Vocational education quality assessment and training quality assurance (**According to Article 32 Circular 15/2021/TT-BLDTBXH)

- Junior colleges shall perform duties and entitlements in terms of vocational education quality assessment as prescribed in Article 67 and Article 69 of the Law on Vocational Education 2014.

- Junior colleges shall be responsible for vocational education quality assessment and training quality assurance and collegiate, intermediate and elementary-level training programs in accordance with regulations.
