Under Article 8 of the Regulation on Enrollment for full-time Undergraduate and College programs in Early Childhood Education issued together with Circular 08/2022/TT-BGDDT:
Persons eligible for direct admissions and priority admission
1. Labor Heroes, Heroes of the People's Armed Forces, and National Emulation Soldiers are granted direct admissions into programs specified by the training institutions.
2. Candidates with high achievements in national or international competitions or tournaments organized by the Ministry of Education and Training, the Ministry of Culture, Sports and Tourism, are eligible for direct admissions in the year they graduate from upper secondary education (or graduate from secondary vocational education) into majors matching the competition subjects, topic content or profession; specifically in the following cases:
a) Candidates who win first, second, or third prizes in national or international competitions for selecting excellent students, or in national or international science and technology competitions organized or participated in by the Ministry of Education and Training; the award time must not exceed 3 years from the time of direct admission;
b) Candidates who win official prizes in international art competitions in singing, dancing, music, and fine arts recognized by the Ministry of Culture, Sports and Tourism; the award time must not exceed 4 years from the time of direct admission;
c) Candidates who are members of the national team competing in official international tournaments recognized by the Ministry of Culture, Sports and Tourism, including the World Championship, World Cup, Olympic Games, Asian Games (ASIAD), Asian Championship, Asian Cup, Southeast Asian Championship, Southeast Asian Games (SEA Games), Southeast Asian Cup; the competition time must not exceed 4 years from the time of direct admission;
d) Candidates who win first, second, or third prizes in regional ASEAN vocational skills competitions and international vocational skills competitions assigned by the Ministry of Labor - Invalids and Social Affairs; the award time must not exceed 3 years from the time of direct admission.
Candidates with high achievements in national competitions organized by the Ministry of Education and Training may be eligible for direct admission:
Candidates who win first, second, or third prizes in national or international competitions for selecting excellent students or in national or international science and technology competitions organized by the Ministry of Education and Training; the award time must not exceed 3 years from the time of direct admission.
However, direct admission is also subject to the enrollment regulations of each university.
Who are the candidates eligible for direct admission to universities in Vietnam?
Under Article 5 of the Regulation on Enrollment for full-time Undergraduate and College programs in Early Childhood Education issued together with Circular 08/2022/TT-BGDDT, candidates eligible for direct admission are determined at the time of admission (before the official admission results are announced), including:
- Individuals who have been recognized as upper secondary education graduates in Vietnam or have a graduation certificate from abroad recognized as equivalent;
- Individuals who have a secondary vocational education certificate in the same group of majors applying for and have completed all required upper secondary education level cultural knowledge according to legal regulations.

+ Regarding information provision: Every interested candidate will be provided with full, clear, reliable, and consistent information promptly, enabling them to make appropriate decisions and best prepare for the admissions process;
+ Regarding opportunities to apply: No candidate will lose the opportunity to apply due to regulations not related to their qualifications or abilities (except for specific regulations by the Ministry of Public Security and the Ministry of National Defense concerning defense and security fields); or due to cumbersome and costly application processes;
+ Regarding capability assessment: Candidates must be evaluated objectively, fairly, and reliably concerning their study potential and prospects for success, meeting the requirements of the training programs and disciplines;
+ Regarding admission chances: Candidates must be granted the highest opportunity to gain admission and the right to determine their preferred training programs and disciplines among those they qualify for;
+ Regarding commitment fulfillment: Educational institutions must fulfill their commitments to candidates, providing advice, support, and addressing complaints, safeguarding the legitimate rights of candidates in risky situations.
- Equality among educational institutions
+ Regarding cooperation: Educational institutions should cooperate equally to enhance the quality and effectiveness of the admission process while bringing the best benefits to candidates;
+ Regarding competition: Educational institutions should compete honestly, fairly, and healthily in the admissions process according to competition law.
- Transparency to society
+ Regarding information transparency: Educational institutions are responsible for publicly announcing full, clear, and prompt admission information through suitable media for public and regulatory oversight;
+ Regarding accountability: Educational institutions are obliged to report upon request by regulatory agencies and explain issues of great concern to the public in a suitable manner.
