Vietnam: Newly updated teacher salary table effective from July 01, 2024

Based on the provisions of Article 3 of Decree 73/2024/ND-CP of Vietnam's Government regulating the statutory pay rate applied to teachers who are public employees in public service providers, the rate is 2,340,000 VND/month.

In 04 Circulars of the Ministry of Education and Training regulating the salary coefficients of teachers at various levels include Circular 01/2021/TT-BGDĐT, Circular 02/2021/TT-BGDĐT, Circular 03/2021/TT-BGDĐT, Circular 04/2021/TT-BGDĐT and amended by Circular 08/2023/TT-BGDĐT.

According to Article 3 of Circular 07/2024/TT-BNV, the salary of public employee teachers is calculated as follows:

Salary = Coefficient x Statutory Pay Rate

The new teacher salary scale calculated on the statutory pay rate is as follows:

Whereby, when the statutory pay rate increases, the basic salary based on the salary coefficient and statutory pay rate of teachers at various levels will increase significantly as follows:

- For kindergarten teachers:

+ The lowest salary increased from 3,780,000 to 4,914,000 VND/month.+ The highest salary increased from 11,484,000 VND to 14,929,200 VND/month.

- For primary, middle, and high school teachers:

+ The lowest salary increased from 4,212,000 VND to 5,475,600 VND/month.+ The highest salary increased from 12,204,000 VND to 15,865,200 VND/month.

What is the current statutory pay rate for calculating teacher salaries?

According to Article 3 of Decree 73/2024/ND-CP, the statutory pay rate for calculating teacher salaries is as follows:

Statutory Pay Rate

1. The statutory pay rate serves as the basis:

a) To calculate salaries in the salary tables, allowances, and implement other policies as prescribed by law for the subjects stipulated in Article 2 of this Decree;

b) To calculate operational and subsistence expenses as prescribed by law;

c) To calculate deductions and benefits according to the statutory pay rate.

2. From July 01, 2024, the statutory pay rate is 2,340,000 VND/month.

3. For agencies and units applying special financial and income mechanisms at the central level: Maintain the difference between the salary and additional income in June 2024 for officials and public employees and the salary from July 01, 2024, after revising or abolishing special financial and income mechanisms. During the time of not having revised or abolished these mechanisms, monthly salaries and additional incomes based on the statutory pay rate of 2,340,000 VND/month by special mechanisms from July 01, 2024, must not exceed the salaries and additional incomes enjoyed in June 2024 (excluding additional salary and income adjustments due to the adjustment of salary coefficient after promotion or grade increase). If, according to this principle, the salary and additional incomes from July 01, 2024, under special mechanisms are lower than the salary according to the general regulations, the policies on salary will be implemented according to general regulations.

4. The Government of Vietnam adjusts the statutory pay rate after reporting to the National Assembly for consideration and decision, suitable to the state budget capacity, consumer price index, and economic growth rate of the country.

The statutory pay rate used to calculate the salary for teachers currently stands at 2,340,000 VND. This rate serves as the basis for:

- Calculating salaries in the salary tables, allowances, and implementing other policies as prescribed by law for the subjects stipulated in Article 2 of Decree 73/2024/ND-CP;

- Calculating operational and subsistence expenses as prescribed by law;

- Calculating deductions and benefits according to the statutory pay rate.

How will teacher incomes be calculated from July 01, 2024?

On June 21, 2024, the Central Executive Committee issued Conclusion 83-KL/TW of 2024 on salary reform, adjusting pensions, social insurance allowances, preferential allowances for people with meritorious services, and social allowances from July 01, 2024.

The conclusion of the Central Executive Committee noted two important contents regarding the incomes of officials and public employees (including teachers being public employees) in the public sector:

- Adjusting the statutory pay rate from 1.8 million VND to 2.34 million VND (an increase of 30%) from July 01, 2024.- Implementing bonus policies from July 01, 2024 (the bonus fund is 10% of the basic salary fund).

Thus, from July 01, 2024, the income of teachers includes:

- Salary = Salary coefficient x Statutory pay rate

- Bonus: The bonus policy from July 01, 2024 (the bonus fund is 10% of the basic salary fund) is determined by the head of the agency or unit based on evaluating and rating the job performance of the salary recipient.

- Allowance: The allowance regime remains as per current regulations.

- Additional Income (if any): Due to the expansion of the pilot application of additional salary increase for some localities when enough conditions according to the policy of Resolution 27-NQ/TW of 2018.
