Principle [3]: Ensure developmental coherence, continuity between different ages, various developmental fields, and integration with the general education program.
Principle [4]: Inherit the advantages of the current program, while selectively adopting experiences from countries with developed education systems; meet requirements for international integration.

- The perspectives on for compiling the preschool education program in Vietnam adhere to the regulations of the Education Law 2019, and directives from the Communist Party of Vietnam and State on renewing the preschool education program.
- The objectives of the preschool education program must ensure the comprehensive development of preschool children in physical, emotional, intellectual, aesthetic, and language aspects, forming the initial elements of personality, and preparing children for entering first grade.
- The content of the preschool education program must both ensure core applicability to all children and create opportunities for children to access educational content that meets diverse educational needs, suitable to the conditions and socio-economic development of localities and schools to enhance education quality; ensure no social biases concerning gender, ethnicity, religion, profession, age, social status; suitable to the psychological development of children.
- The methods of care, nourishment, and education in kindergartens must create favorable conditions for children to engage actively, play, and emotionally interact with adults; stimulate the development of senses, emotions, and psychological functions; in preschools, it must provide conditions for children to play, experience, explore the surrounding environment in various forms, meet their needs and interests.
- The goals for children at the end of each age group must concretize the program’s objectives, ensure scientific accuracy, and suit the psychological development characteristics of children.
- The duration of the preschool education program must be designed to suit the economic, cultural, and social conditions of Vietnam.
- The preschool education program must have orientations on educational activities, forms of educational activities, and educational environment, and evaluate children’s development.
- The preschool education program must have requirements for ensuring the quality of implementation at preschool institutions, including organization and management of schools; managers, teachers, and staff; facilities, educational equipment, toys, learning materials, and documents; coordination between preschools and families and the community.
- Regulations on developing school educational programs linked to the culture and practical conditions of the preschool institution and locality.
- Key terms (if any) must be explained; the format and presentation technique must comply with current regulations.

- Have good qualities, ethics, and ideology; have sufficient health and time to participate in appraising the program.
- Have a university degree or higher; have experience, reputation, expertise, and understanding of educational science and the preschool education program.
- Have participated in the development or appraisal of the preschool education program or have relevant activities, contributing to the development or appraisal of the preschool education program, or have at least six (06) years of direct teaching in preschool institutions.
