Under Clause 1, Article 3 of the Regulations on the excellent teacher contest in preschool education institutions; excellent teacher contest, and excellent homeroom teacher contest in general education institutions issued together with Circular 22/2019/TT-BGDDT:

Administrative levels of organization, cycle, and participants of the contest

1. The school-level, district-level, and provincial-level contest for excellent teachers and excellent homeroom teachers:

a) The school-level contest is organized every 2 years by the school. Participants are teachers working at the organizing school;

b) The district-level contest is organized every 2 years by the district Division of Education and Training. Participants are teachers working at preschools, primary schools, and lower secondary schools within the district (or township, provincial city) organizing the contest;

c) The provincial-level contest is organized every 4 years by the Department of Education and Training. Participants are teachers working at preschools and general education institutions within the province or municipality organizing the contest.

2. The number of teachers participating in the school, district, and provincial-level contests for excellent teachers and excellent homeroom teachers is decided by the principal of preschools, primary schools, nursery schools, and children's groups, the head of the general education institution, the head of the Division of Education and Training, and the director of the Department of Education and Training, ensuring suitability with actual conditions, facilities, and local annual budget.

3. The head of the Division of Education and Training specifies the number of preschool teachers participating in the school-level contest for independent children's groups and classes.

Additionally, in Clause 2, Article 6 of the Regulations on the excellent teacher contest in preschool education institutions; excellent teacher contest, and excellent homeroom teacher contest in general education institutions issued together with Circular 22/2019/TT-BGDDT:

2. Standards for participation in the contest:

a) Teachers participating in the school-level contest must meet the following standards: Teachers participating in the school-level contest must ensure a satisfactory or higher level in professional standards in the year preceding the contest year, in which criteria 1, 3, 4, 5, 6, 8, and 9 specified in Circular No. 26/2018/TT-BGDDT dated October 8, 2018, by the Minister of Education and Training issuing the professional standards for preschool education teachers reach a good level;

b) Teachers participating in the district-level contest must meet the following standards:

- Meet the standards for teachers participating in the school-level contest;

- Have been recognized as an excellent school-level teacher in one of the two preceding years or have been recognized as an excellent school-level teacher in the contest year.

c) Teachers participating in the provincial-level contest must meet the following standards:

- Meet the standards for teachers participating in the school-level contest;

- Have been recognized as an excellent district-level teacher in one of the two preceding years or have been recognized as an excellent district-level teacher in the contest year.

According to the above regulations, the excellent teacher contest is divided into (3) levels; school level, district level, and provincial level.

First of all, teachers must meet the standards, participate in the district-level contest, and be recognized as district-level excellent teachers.

After that, the standards for participating in the provincial-level excellent teacher contest shall be considered.

Thus, lower secondary school teachers who have been recognized as school-level excellent teachers may participate in the provincial-level excellent teacher contest if they have been recognized as district-level excellent teachers before.

What are the regulations on preserving the title of the school-level excellent teacher in lower secondary schools in Vietnam?

Under Article 5 of the Regulations on the excellent teacher contest in preschool education institutions; excellent teacher contest, and excellent homeroom teacher contest in general education institutions issued together with Circular 22/2019/TT-BGDDT, the recognition of the titles of an excellent teacher and excellent homeroom teacher is as follows:

Recognition of the titles of excellent teacher and excellent homeroom teacher

1. Teachers are recognized as excellent teachers, excellent homeroom teachers and are awarded certificates by the contest organizing body when they participate in all the contents of the contest for excellent teachers, excellent homeroom teachers, and meet the evaluation requirements of the contestants at each level specified in Article 17 of this Regulation.

2. The titles of excellent teacher and excellent homeroom teacher is preserved as follows: The titles of excellent teacher and excellent homeroom teacher at the school level is preserved for 01 year following the year of recognition as an excellent teacher, excellent homeroom teacher at the school level; the titles of excellent teacher and excellent homeroom teacher at the district level is preserved for 01 year following the year of recognition as an excellent teacher, excellent homeroom teacher at the district level; the titles of excellent teacher and excellent homeroom teacher at the provincial level is preserved for 03 years following the year of recognition as an excellent teacher, excellent homeroom teacher at the provincial level.

3. The titles of excellent teacher and excellent homeroom teacher preserved is not used as a standard to participate in the contests for excellent teachers, excellent homeroom teachers at any level.

The titles of the school-level excellent teacher and excellent homeroom teacher in the lower secondary schools are preserved for 01 year following the year of recognition as a school-level excellent teacher/excellent homeroom teacher;

*Note: The preserved titles of excellent teacher and excellent homeroom teacher are not used as a standard to participate in excellent teacher contests or excellent homeroom teacher contests at any level.

Who has the power to organize the school-level excellent teacher contest at lower secondary schools in Vietnam?

According to Article 10 of the Regulations on the excellent teacher contest in preschool education institutions; excellent teacher contest, and excellent homeroom teacher contest in general education institutions issued together with Circular 22/2019/TT-BGDDT.

Power to organize the school-level excellent teacher contest and excellent homeroom teacher contest

The school-level excellent teacher contest and excellent homeroom teacher contest are organized by the school. The principal is responsible for issuing the content, organizing plan of the school-level contest, establishing the Organizing Committee, establishing the Jury according to regulations, and based on the guidelines of the Division of Education and Training, the Department of Education and Training according to the hierarchy of management; notify the organizing plan to the teachers at least 01 month before the contest. Within 05 working days, the results of the contest must be reported to the supervisory authority.

Thus, according to the above regulations, the school-level excellent teacher contest and excellent homeroom teacher contest are organized by the school.

The principal is responsible for the contest organization activities and notifying the organization plan to the teachers at least 01 month before the contest.

Within 05 working days, the results of the contest must be reported to the supervisory authority.
