Is it required to develop the preschool education program in an independent preschool in Vietnam?
Under Article 3 of the Regulations on the organization and operation of independent daycare groups, independent kindergarten classes, and independent nursery classes, in the people-found and private forms issued together with Circular 49/2021/TT-BGDDT, the duties and powers of independent preschool education institutions as follows:
- Make a plan for implementation of the nursery education program issued by the Minister of Education and Training; mobilize, use, and manage resources to fulfill the goal of nursery education; and promote the cause of education together with the State and meet the requirements of society.
- Take care of and educate children from 03 months to 06 years old in conformity with the nursery education program.
- Ensure that children may exercise their rights and fulfill their obligations.
- Manage and train teachers and staff; childcare workers; ensure quality of children’s care and education and children’s physical and mental safety.
- Manage children; provide mainstream education for children in special circumstances, and children with disabilities (if any).
- Send periodical and ad-hoc reports as regulated and at the requests of relevant authorities.
- Discharge other duties and exercise other rights in compliance with prevailing laws.
Thus, according to the regulations, the development of preschool education program in independent preschools is one of the mandatory tasks of the school.

Is the preschool education program in an independent preschool in Vietnam developed based on the viewpoints of the Communist Party of Vietnam?
Under Part 1 of Circular 17/2009/TT-BGDDT (amended by Article 1 Circular 51/2020/TT-BGDDT), the preschool education program is developed based on the following three viewpoints:
[1] The preschool education program is a framework program with open characteristics, reflecting the goals of early childhood education, stipulating the requirements for early childhood education content, methods, and assessment of children's development, serving as a basis for management, direction, and organization of feeding, care, and education of children in all preschool education institutions nationwide. It is also a commitment of the State to ensure quality for the entire system and each preschool education institution.
The preschool education program is developed based on the viewpoints of the Communist Party of Vietnam and the State on fundamental and comprehensive renovation of education and training, inheriting the advantages of the previous Child Care and Education Program, and developed to ensure response to the diversity of regions, diverse child populations, aiming for comprehensive development and creating opportunities for children to develop.
[2] The preschool education program ensures a close connection between toddler and preschool ages, integrating with the General Education Program, representing comprehensive, integrated educational views, centralizing children with the educational motto of “learning through play, play by learning.”
[3] The program stipulates educational content applicable to all preschool children while giving autonomy to localities, preschool education institutions, and teachers in selecting, supplementing some educational contents, and implementing educational plans appropriate to preschool children and local conditions, and preschool education institutions.
Thus, according to the regulations, the preschool education program in independent preschools will be developed according to the views of the Communist Party and the State on fundamental and comprehensive renovation of education and training, inheriting the advantages of the previous Child Care and Education Program.
What are the regulations on the preschool education program in connection with the socialization of education in Vietnam?
Based on part 1 of Circular 17/2009/TT-BGDDT (amended by Article 1 Circular 51/2020/TT-BGDDT), the preschool education program is regulated in connection with the socialization of eduacation as follows:
- Thoroughly implement the view that education development is the cause of the Communist Party of Vietnam, the State, and the entire people. The CPV committees and local authorities are responsible for leading and directing the effective implementation of the preschool education program; ensuring the conditions for program implementation; and strictly implement the policies of the Communist Party of Vietnam and the State towards management officials, teachers, and staff in early childhood education institutions.
Schools actively advise the CPV committees and local authorities and cooperate with individuals and organizations in the locality to mobilize diverse resources to participate in educational activities and support funding and facilities for schools, creating a safe, healthy, and friendly educational environment.
- Families and communities are guided and responsible for cooperating with early childhood education institutions to ensure conditions to implement childcare policies for children and work policies for teachers, enhancing the quality of program implementation.
