Under Article 13 of the Regulation on organization and operation of upper secondary schools for the gifted, issued together with Circular 05/2023/TT-BGDDT on teachers:

Teachers

In addition to the standards, duties and rights specified in the Charter of the lower-secondary school, upper secondary schools and multi-level schools and professional title standards of upper secondary school teachers, the teacher of a gifted school shall meet the following standards, duties and has the following rights:

1. Satisfy the prescribed standards on selection of teachers of core general education institutions, and reach a good level for using foreign languages and applying information technology.

2. Comply with the principal's assignment in initiating the performance of the duties of the gifted school according to Clause 2, Article 2 of this Regulation in order to achieve the objectives of the gifted school.

3. In each school year, act as a chair or a coordinator in holding at least 01 (one) professional meeting of the professional team as prescribed in Clause 7 Article 9 of this Regulation.

Thus, teachers of upper secondary schools for the gifted must preside over or participate in holding at least 01 (one) professional meeting of the professional team during the school year.

Who has the power to organize the recruitment of teachers of upper secondary schools for the gifted in Vietnam?

According to Article 11 of the Regulation on organization and operation of upper secondary schools for the gifted, issued together with Circular 05/2023/TT-BGDDT:

Principals

In addition to the standards, duties and rights specified in the Charter of the lower-secondary school, upper secondary schools and multi-level schools and professional title standards of upper secondary school teachers, the principal of a gifted school shall meet the following standards, duties and has the following rights:

1. Satisfy the prescribed standards on selection of administrators of core general education institutions, and reach a good level for using foreign languages and applying information technology.

2. Initiate the performance of the duties of the gifted school according to Clause 2, Article 2 of this Regulation in order to achieve the objectives of the gifted school.

3. Propose or conduct the recruitment of teachers and staff according to their authority; propose to the competent authority to dismiss teachers and staff who do not meet the requirements of performing the duties of the gifted school out of the gifted school, invite visiting teachers, send teachers to training and retraining at home and abroad.

4. Direct the development of plans for improving professional competence, foreign languages, and IT for administrators, teachers, staff, etc. in order to meet the objectives and duties of the gifted school.

5. In each school year, act as a chair in holding at least 01 (one) thematic seminar as prescribed at Point k, Clause 2, Article 2 of this Regulation.

Thus, the principal of an upper secondary school for the gifted has the authority to propose or conduct the recruitment of teachers of the school for the gifted in Vietnam.

What are the duties of the professional teams of upper secondary schools for the gifted in Vietnam?

Under Article 9 of the Regulation on organization and operation of upper secondary schools for the gifted, issued together with Circular 05/2023/TT-BGDDT, in addition to the duties stipulated in Clause 2, Article 14 of the lower secondary school, upper secondary school and multi-level school charter issued together with Circular 32/2020/TT-BGDDT the professional teams of upper secondary schools for the gifted have the following additional duties:

- Develop programs and develop teaching materials for specialized subjects according to the advanced education program for specialized subjects prescribed by the Minister of Education and Training; research, apply advanced teaching methods, test and assessment methods to teaching, test and evaluate students' learning and conduct performance.

- Advise the principal in formulating and organizing the implementation of a plan to develop cooperation activities between the school and local and foreign high-quality educational and training institutions and scientific research institutions to improve high quality education and management.

- Organize scientific research, make their own equipment and teaching aids; support teachers in scientific research and guide students in scientific research.

- Build teaching staff of professional teams as the core for professional activities of the school and of the province or centrally-affiliated city.

- Improve professional competence and practice of team members.

- Keep track of the learning and working process of former students.

- In each school year, chair at least 01 (one) professional meeting with attendance of teachers of other lower-secondary schools and upper-secondary schools in order to share solutions and results of the professional team in researching how to effectively apply local and international educational program and teaching methods, testing and assessment methods.
