How many teaching periods are allocated for teachers at boarding ethnic minority lower secondary schools?
According to the provisions of Clause 1, Article 6 of the Regulations on working policies for general education teachers issued together with Circular 28/2009/TT-BGDDT of the Ministry of Education and Traing of Vietnam, (supplemented by Clause 5, Article 1 of Circular 15/2017/TT-BGDDT), the regulations are as follows:
Teaching norm
The teaching norm is the number of theoretical or practical lessons each teacher must teach in a week. To be specific:1. The teaching norm is 23 lessons for elementary school teachers, 19 lessons for secondary school teachers, and 17 lessons for high school teachers;
2. The teaching norm for teachers at ethnic minority boarding schools is 17 lessons at the secondary school level and 15 lessons at the high school level;
The teaching norm for teachers at semi-boarding schools is 21 lessons at the elementary level and 17 lessons at the secondary level;
The teaching norm for teachers at schools or classes for the disabled is 21 lessons for elementary teachers and 17 lessons for secondary school teachers.
2a. The teaching norm for teachers at university preparatory schools is 12 lessons.
3. Teachers working as Head of Ho Chi Minh Young Pioneer Organization at grade I schools teach 2 lessons a week, grade II schools teach 1/3 of the teaching norm, and grade III schools teach 1/2 of the teaching norm for teachers at the same education level. The classification of general education schools is in accordance with current regulations.
The teaching norm for a standard secondary school teacher is 19 lessons, while for secondary school teachers at ethnic minority boarding schools, it is 17 lessons.
Thus, according to the above regulation, the teaching norm for secondary school teachers at ethnic minority boarding schools is 17 lessons.

How is extra teaching time compensated for secondary school teachers?
Based on Article 3 of Joint Circular 07/2013/TTLT-BGDDT-BNV-BTC, secondary school teachers are compensated for extra teaching hours based on the following principles:
Principle 1. The monthly salary, which serves as the basis for calculating extra teaching hours compensation, includes the current grade, rank, and salary allowances, as well as any retention difference factor (if any).
Principle 2. The yearly teaching hour norm for preschool teachers; yearly teaching periods for general education teachers; yearly teaching hours for intermediate professional teachers; yearly teaching hour standards for vocational teachers; and yearly standard teaching hours for lecturers at higher education institutions, Ministry, Ministerial-level agencies, and Government agencies training facilities, and Political Schools of provinces or centrally run cities are all termed as yearly teaching hour norms.
Principle 3. The school year defined in Joint Circular 07/2013/TTLT-BGDDT-BNV-BTC is calculated from July of the previous year to the end of June of the following year.
Principle 4. For teachers working at public educational institutions with multiple education levels and vocational grades, the highest vocational education level that the teacher participates in teaching by the assignment of the head of the education institution will be applied for the yearly teaching hour norm.
Principle 5. The establishment, settlement, and financial payment for extra teaching hours are carried out according to the regulations in Law on State Budget 2015. Public educational institutions governed by Clause 1, Article 1 of Joint Circular 07/2013/TTLT-BGDDT-BNV-BTC should base on their specific conditions to pay or advance extra teaching hours remuneration monthly or per semester as appropriate.
Principle 6. Extra teaching hours will only be paid if there is a shortage of teachers or subject teachers approved by a competent authority. If there are no teacher shortages, extra teaching hours will be paid when a teacher is on sick leave, maternity leave as per Social Insurance Law 2014, or on study duty, training, inspections, and participation in other assignments (collectively referred to as other duties) assigned or dispatched by a competent authority requiring another teacher to cover the hours.
Principle 7. The time not directly involved in teaching but considered as completing the full teaching hours, and computed as converted teaching hours, includes the time off for illness, maternity leave as per Social Insurance Law 2014; the time involved in other duties assigned or dispatched by a competent authority.
Principle 8. The number of extra teaching hours eligible for remuneration as per Joint Circular 07/2013/TTLT-BGDDT-BNV-BTC should not exceed the legal stipulated overtime hours.
How many teaching periods are reduced for secondary school teachers who also serve as class advisors?
Based on the provisions of Clause 1, Article 8 of the Regulations on working policies for general education teachers issued together with Circular 28/2009/TT-BGDDT (supplemented by Clause 8, Article 1 of Circular 15/2017/TT-BGDDT), the regulations are as follows:
Reduction in teaching periods for teachers with additional professional duties
1. Classroom teachers at the elementary level are reduced by 3 lessons per week, at the secondary and high school levels by 4 lessons per week.
2. Classroom teachers at ethnic minority boarding schools at both secondary and high school levels are reduced by 4 lessons per week. Classroom teachers at specialized schools and semi-boarding schools are reduced by 4 lessons per week. Classroom teachers at schools or classes for the disabled are reduced by 3 lessons per week.
2a. Classroom teachers at university preparatory schools are reduced by 3 lessons per week.3. Teachers responsible for subject classrooms are reduced by 3 lessons per subject per week.
4. Teachers responsible for school-wide cultural, sports, garden, workshop, equipment room, and library work (if these tasks do not have dedicated staff) will be reduced by 2 to 3 lessons per week depending on the workload as determined by the principal.
5. Head teachers (Subject heads) are reduced by 3 lessons per week.
5a. Deputy head teachers (Subject deputies) are reduced by 1 lesson per week.
5b. Teachers concurrently holding the position of head of the functional department at university preparatory schools are reduced by 3 lessons per week;
Teachers concurrently holding the position of deputy head of the functional department at university preparatory schools are reduced by 1 lesson per week.
Thus, classroom teachers at the secondary level are reduced by 4 lessons per week. Classroom teachers at ethnic minority boarding and semi-boarding schools at the secondary level are also reduced by 4 lessons per week, while classroom teachers at schools or classes for the disabled are reduced by 3 lessons per week.
