How many periods per week do primary school teachers teach according to the regulations on working hours for general education teachers?
According to Clause 1, Article 6 of the working policies for general education teachers issued along with Circular 28/2009/TT-BGDDT as amended and supplemented by Clause 5, Article 1 Circular 15/2017/TT-BGDDT of the Ministry of Education and Training of Vietnam:
Teaching period norm
The standard teaching load is the number of theory or practice periods each teacher must teach per week. To be specific:
1. The standard teaching periods for primary school teachers are 23 periods, for lower secondary school teachers are 19 periods, and for upper secondary school teachers are 17 periods;
2. The standard teaching periods for teachers at ethnic boarding schools are 17 periods at the lower secondary school level, 15 periods at the upper secondary school level;
The standard teaching periods for teachers at ethnic semi-boarding schools are 21 periods at the primary level, 17 periods at the lower secondary level;
The standard teaching periods for teachers at schools or classes for the disabled are 21 periods for primary level teachers, 17 periods for lower secondary level teachers.
The standard teaching periods for teachers at preparatory universities are 12 periods.
3. Teachers in charge of the Young Pioneers Team at grade I schools teach 2 periods per week, grade II schools teach 1/3 of the standard teaching periods, grade III schools teach 1/2 of the standard teaching periods of teachers at the same educational level. The classification of general schools follows current regulations.
Thus, the standard teaching periods for regular primary school teachers are 23 periods per week. If they teach at schools or classes for the disabled, they are reduced to 21 periods per week.
The standard teaching periods for teachers at ethnic semi-boarding schools are 21 periods at the primary level.

What are the standards of professional ethics for primary school teachers?
According to Chapter 1 of Circular 02/2021/TT-BGDDT supplemented by Clause 1, Article 2 of Circular 08/2023/TT-BGDDT, 04 groups of professional ethics standards for primary school teachers are specified as follows:
(1) Comply with the policies, guidelines, and laws of the Communist Party and the State, and the educational regulations of the sector and localities.
(2) Regularly cultivate ethics, uphold a sense of responsibility, and maintain the quality, honor, and reputation of a teacher; set an example for students.
(3) Love, treat fairly, and respect students; protect the legitimate rights and interests of students; show solidarity and assist colleagues.
(4) Strictly implement the regulations on general responsibilities and obligations of public employees and the Ministry of Education and Training's regulations on teacher ethics.
What conditions for training standards must be met to become a primary school teacher?
According to Article 72 of the Education Law 2019 of Vietnam, standardized educational qualifications of teachers are specified as follows:

1. Standardized educational qualifications of teachers are regulated as follows:
a) Teachers of preschool education teachers must possess at least a pedagogical college diploma;
b) Teachers of primary education, lower secondary education and upper secondary education must possess at least a bachelor’s degree in pedagogy training.
In case a subject is yet to acquire enough teachers with bachelor’s degree in pedagogy training, teachers of this subject must possess a bachelor's degree of suitable specialization and a certificate of pedagogy training;
c) Lecturers of higher education must possess a master’s degree; lecturers teaching or instructing master or doctor’s theses must possess a doctoral degree.
b) Standardized educational qualifications of teachers working in institutions of vocational education shall follow regulations in the Law on Vocational education.
2. The Government shall specify road maps for improving standardized educational qualifications of teachers of preschool education, primary education and lower secondary education as prescribed in point a and point b of clause 1 of this Article. Within the scope of their duties and authorities, the Minister of Education and Training and Minister of Labour - War Invalids and Social Affairs shall stipulate employment of teachers not meeting criteria prescribed in clause 1 of this Article.
Thus, to meet the training standards necessary to become a primary school teacher, one must have a bachelor's degree in teacher training or higher.
If the subject does not have enough teachers with a bachelor's degree in teacher training, a bachelor's degree in a relevant field and a pedagogical training certificate is required.
