According to Article 14 of the Charter of Primary Schools issued with Circular 28/2020/TT-BGDDT of the Ministry of Education and Training of Vietnam:
Professional team
1. A professional team includes teachers by grade level or subject; staff working in library services, educational equipment, information technology, educational support for disabled students, and school counseling. Each team has at least 03 members; a professional team has a leader, and if there are 07 or more members, there is also a deputy leader.
2. The professional team has the following duties:
a) Participate in developing the school's education plan.
b) Based on the school's education plan, develop and explain the teaching plans for subjects according to the requirements of the primary education curriculum by the week, month, semester, and school year.
c) Implement the school's professional activity plan in an active and flexible manner.
d) Propose the principal to assign teachers to teach and to be class homeroom teachers for the school year.
đ) Organize for teachers to select textbooks as stipulated by the Ministry of Education and Training and the provincial People's Committee. Propose reference publications for selection and use in the school as per regulations.
e) Participate in evaluating and grading teachers according to the Professional Standards for Teachers; participate in evaluating the principal and vice-principal according to the Principal Standards.
3. The professional team meets at least once every two weeks to carry out the tasks of the professional team in a spirit of building a friendly, positive environment, self-study to improve skills and develop professional capacities.
Each professional team in an elementary school must have at least 03 members.
In addition, a professional team has a leader, and if there are 07 or more members, it should have a deputy leader.

The organizational structure of an elementary school includes: the school council; the principal and vice-principal; the commendation and discipline council; advisory councils; organizations of the Communist Party of Vietnam; the Trade Union organization; the Ho Chi Minh Communist Youth Union organization; the Ho Chi Minh Vanguard Children’s Team; professional teams; office team; classes of students.
Thus, the professional team is also part of the organizational structure of an elementary school.

Establish professional teams, office teams, and commendation and discipline councils; advisory councils in the school; appoint team leaders and deputy leaders; appoint teachers as the general supervisor of the Ho Chi Minh Vanguard Children’s Team.
Manage staff, teachers, and employees according to laws and guidance from the educational management authority; develop career development plans for teachers and employees; motivate and create conditions for teachers and employees to participate in educational innovation activities; evaluate and grade teachers and employees according to regulations of the Ministry of Education and Training; participate in recruitment, transfer, and arrangement of teachers; organize the steps to introduce personnel to propose appointments of vice-principal to competent authorities.

Implement the primary education curriculum according to regulations of the Ministry of Education and Training; textbooks, and local educational content as decided by the provincial People's Committee. Manage, utilize, and select reference publications for use in the school according to regulations of the Ministry of Education and Training.
Participate in activities with the professional team; self-study, self-improve to enhance professional competence and managerial skills. Attend political, professional, and managerial training courses; participate in teaching as per the teaching quota for principals.*
