How many levels are there for evaluating primary schools in Vietnam?

Under Article 6 of the Regulations on Accreditation of Educational Quality and Recognition of National-Standard Primary Schools issued together with Circular 17/2018/TT-BGDDT, the regulations are as follows:

Primary school evaluation levels

1. Primary schools are evaluated at the following levels:

a) Level 1: Meets the criteria set forth in Section 1, Chapter II of this Regulation;

b) Level 2: Meets the criteria set forth in Section 2, Chapter II of this Regulation;

c) Level 3: Meets the criteria set forth in Section 3, Chapter II of this Regulation;

d) Level 4: Meets the criteria set forth in Section 4, Chapter II of this Regulation.

2. A primary school evaluation criterion is considered met when all indicators within the criterion meet the requirements. An indicator is considered met when all aspects of the indicator meet the requirements.

Thus, there are 4 evaluation levels for primary schools. These levels must meet the evaluation criteria in Sections 1, 2, 3, and 4 of Chapter 2 of the Regulation issued together with Circular 17/2018/TT-BGDDT.

What are the evaluation standards for primary schools at level 1 in Vietnam?

The evaluation standards for primary schools at level 1 are specified in Section 1, Chapter 2 of the Regulation issued together with Circular 17/2018/TT-BGDDT, including 05 standards as follows:

- Standard 1: Organization and management of the school (Regulated in Article 7 of the Regulation issued together with Circular 17/2018/TT-BGDDT)

- Standard 2: Management staff, teachers, employees and students (Regulated in Article 8 of the Regulation issued together with Circular 17/2018/TT-BGDDT)

- Standard 3: Facilities and teaching equipment (Regulated in Article 9 of the Regulation issued together with Circular 17/2018/TT-BGDDT)

- Standard 4: Relationship between the school, family, and society (Regulated in Article 10 of the Regulation issued together with Circular 17/2018/TT-BGDDT)

- Standard 5: Educational activities and educational outcomes. (Regulated in Article 11 of the Regulation issued together with Circular 17/2018/TT-BGDDT)

Must a primary school have at least one cohort of students who have completed the Primary Education Program to pass quality accreditation in Vietnam?

Under Article 34 of the Regulations on Accreditation of Educational Quality and Recognition of National-Standard Primary Schools issued together with Circular 17/2018/TT-BGDDT, the regulations are as follows:

Recognizing schools that meet quality accreditation standards

1. Conditions for recognizing schools that meet quality accreditation standards:

a) Have at least one cohort of students who have completed the Primary Education Program;

b) Have an external evaluation result of at least Level 1 as regulated in Clause 1, Article 6 of this Regulation.

2. Levels of recognition:

a) Level 1: The school is evaluated at Level 1 as regulated in Clause 1, Article 6 of this Regulation;

b) Level 2: The school is evaluated at Level 2 as regulated in Clause 1, Article 6 of this Regulation;

c) Level 3: The school is evaluated at Level 3 as regulated in Clause 1, Article 6 of this Regulation;

d) Level 4: The school is evaluated at Level 4 as regulated in Clause 1, Article 6 of this Regulation.

Thus, a primary school needs to have at least one cohort of students who have completed the Primary Education Program and have an external evaluation result of at least Level 1 as regulated in Clause 1, Article 6 of the Regulations on Accreditation of Educational Quality and Recognition of National-Standard Primary Schools issued together with Circular 17/2018/TT-BGDDT to pass quality accreditation in Vietnam.

What are the procedures for issuing a certificate to primary schools meeting quality accreditation standards in Vietnam?

Under Article 35 of the Regulations on Accreditation of Educational Quality and Recognition of National-Standard Primary Schools issued together with Circular 17/2018/TT-BGDDT, the certifica for schools meeting quality accreditation standards is issued as follows:

- Within 20 working days from the date of receiving the report from the external evaluation team, the Director of the Department of Education and Training shall issue a decision to certify the school meeting quality accreditation standards according to the level achieved by the primary school.

- The certificate for schools meeting quality accreditation standards is valid for 05 years. At least 05 months before the expiration date of the certification, the primary school must complete the self-evaluation process as regulated in Article 23 and register for external evaluation as regulated in Article 26 of the Regulations on Accreditation of Educational Quality and Recognition of National-Standard Primary Schools issued together with Circular 17/2018/TT-BGDDT to be re-accredited.

The re-accreditation process is carried out in accordance with Article 34 of the Regulations on Accreditation of Educational Quality and Recognition of National-Standard Primary Schools issued together with Circular 17/2018/TT-BGDDT.

Furthermore, the quality accreditation results of primary schools are publicly announced on the website of the Department of Education and Training.
