According to Clause 1 Article 6 of the Working Regulations for general education teachers issued together with Circular 28/2009/TT-BGDDT amended and supplemented by Clause 5 Article 1 of Circular 15/2017/TT-BGDDT:

Teaching lesson norms

The teaching lesson norm is the number of theoretical or practical lessons each teacher must teach in a week. To be specific:

1. The teaching lesson norm for primary school teachers is 23 lessons; for lower secondary school teachers, it is 19 lessons; and for upper secondary school teachers, it is 17 lessons;

2. The teaching lesson norm for teachers at boarding ethnic secondary schools is 17 lessons at the lower secondary level and 15 lessons at the upper secondary level.

The teaching lesson norm for teachers at semi-boarding ethnic secondary schools is 21 lessons at the primary level, 17 lessons at the lower secondary level.

The teaching lesson norm for teachers at schools or classes for the disabled or handicapped is 21 lessons for primary school teachers and 17 lessons for lower secondary school teachers.

The teaching lesson norm for teachers at pre-university schools is 12 lessons.

3. A teacher acting as the leader of the Ho Chi Minh Young Pioneer Organization of a Grade I school teaches 2 lessons a week, a Grade 2 school teaches 1/3 of the teaching lesson norm, and a Grade 3 school teaches 1/2 of the teaching lesson norm of teachers of the same education level. The classification of schools follows current regulations.

Thus, primary teachers at boarding ethnic secondary schools in Vietnam teach 21 lessons/week.

What are the duties of primary teachers at boarding ethnic secondary schools in Vietnam?

Under Clause 1 Article 27 of the Primary School Charter issued together with Circular 28/2020/TT-BGDDT, the duties of primary teachers at boarding ethnic secondary schools in Vietnam include:

- Implementing the general education curriculum at the primary level and the educational plans of the school.

- Proactively implementing and being responsible for the educational plan; implementing autonomous and being responsible for performing professional duties (content, teaching methods, student assessment) and the quality and effectiveness of educating each student in their charge, ensuring compliance with the educational program's regulations, appropriate to the students and specific conditions of the school.

- Participating in the development of the professional group’s and school’s educational plans; regularly updating sectoral directives; preparing, organizing teaching, and evaluating students according to regulations; and engaging in other professional activities.

- Establishing friendly, democratic relationships between teachers and students, parents, and the community; helping students be proactive, creative, confident, and autonomous in learning and training.

- Maintaining teachers' integrity, honor, and reputation; exhibiting cultural behavior, unity, and aiding colleagues; serving as role models for students; loving, treating students fairly, and protecting their legal rights and interests.

- Conducting self-evaluation based on professional standards; self-studying, self-improving professional competence; fulfilling the ongoing professional development requirements; sharing expertise with colleagues inside and outside the school through professional activities and training sessions.

- Applying information technology in teaching, learning, and professional activities; being innovative and flexible in creating teaching aids.

- Participating in selecting textbooks as per regulations; requesting the school to provide appropriate reference materials and teaching aids for use in the teaching process.

- Contributing to education quality assessment.

- Participating in mandatory, universal education and literacy programs locally.

- Collaborating with the Ho Chi Minh Young Pioneer Organization, students’ families, the community, and relevant social organizations to accomplish educational duties.

- Managing and executing the educational plan at assigned school points as directed by the principal.

- Performing other duties as prescribed by law and as assigned by the principal.

Additionally, homeroom teachers, apart from  the aforementioned duties, also have the following duties:

- Proactively understanding each student in the assigned class; developing class activities that clearly reflect educational goals, content, and methods ensuring feasibility appropriate to students’ characteristics and actual conditions, promoting the progress of both the class and individual students.

- Implementing educational activities according to a plan approved by the principal.

- Closely coordinating with students' parents or guardians, teachers, the leader of the Ho Chi Minh Young Pioneer Organization, and related social organizations to organize educational activities and support and supervise students’ learning and training in their class; compiling and evaluating student assessments at the end of the first semester and school year; guiding students in peer assessment and recommending rewards; listing students proposed for grade retention; and completing student report cards.

- Reporting regularly or unexpectedly on the class's status to the principal.

Moreover, teachers acting as the leader of the Ho Chi Minh Young Pioneer Organization are responsible to the principal for planning and organizing activities of the Ho Chi Minh Young Pioneer Organization and Ho Chi Minh Star organizations to contribute to achieving the comprehensive education goals for students.

What are the prescribed qualifications and professional standards for primary teachers at boarding ethnic secondary schools in Vietnam?

According to Article 30 of the Primary School Charter issued together with Circular 28/2020/TT-BGDDT, the qualifications and professional standards for primary teachers at boarding ethnic secondary schools in Vietnam are stipulated as follows:

- Qualifications for primary school teachers include a bachelor's degree in primary education or a bachelor's degree in a relevant major along with a primary education pedagogy certificate.

- The professional standards for primary teachers are implemented as stipulated. Annually, teachers self-evaluate, and the school periodically assesses them based on the primary teacher’s professional standards to build their learning and professional development plans.
